Clay Mullican's Bio
Mr. Mullican has more than 25 years of experience as a consultant and manager working on Federal, State, and private construction related projects. Mr. Mullican joined Rand Enterprises, Inc. in 2014 and currently serves as the Executive Vice President.
Prior to joining Rand Enterprises, he developed extensive technical and management experience while working with the National Cancer Institute, the Environmental Protection Agency, the Corps of Engineers, and the Virginia Department of Environmental Quality. He has experience in large contract and project management as well as profit/loss management and schedule control. He has managed cost plus, unit rate, unit rate plus award fee, hybrid unit rate/time and materials, and firm fixed price contracts.
He holds a Bachelor of Science from Longwood College and previously served as the Vice President of the Virginia Environmental Business Council. Additional certifications held by Mr. Mullican include: Society of American Military Engineers (SAME); Air and Waste Management Association (AWMA); American Public Works Association (APWA); and National Fire Protection Association (NFPA).
John P. McLaren's Bio
John P. McLaren, Jr. joined Rand Enterprises in 2020 and has more than 25 years experience in the government contracting. His expertise ranges from new construction, renovation, design build and industrial projects.
John served in the United States Army from 1974 to 2011. He retired at the rank of Major General in the United States Army on August 29, 2011. He served in the United States Army on both Active and Reserve status for over thirty-seven years. He has a bachelor's degree in civil engineering from the Virginia Military Institute and is a registered professional engineer in the Commonwealth of Virginia.
As executive vice president, John plays a vital role in defining Rand's work culture and ensuring the firm's success as a Government construction company.
Randy J. Biagas, Sr's Bio
Mr. Randy J. Biagas began his career as a journeyman electrician and estimator. Randy served his electrical apprenticeship of 4 years by attending night classes at Sowela Technical College in Lake Charles, Louisiana. After completion he then earned his Master Electrical License in the States of Louisiana, Tennessee, Alabama and Maryland.
After working many years as a Senior Executive with other firms, Randy branched out to begin his own Construction business, incorporating Rand Enterprises, Inc. in October 2003.
As Rand's leader, Randy's has grown the company from a low voltage specialty firm to an electrical and general construction company performing many services. His goal is to have the company recognized by clients as delivering the highest standards of service in the industry.
With over 25 years of experience in the industry, he is able to provide the leadership and experience to establish and streamline processes, avoid delays, and will anticipate and quickly resolve potential problems while adhering to all requirements.

Advance knowledge of bill coding for federal, state and city application. Meticulous, accurate and very detail-oriented with high regard for perfection and safety. Computer proficient with Microsoft Office Suite, Project and Primavera software application. Very organized with excellent problem-solving and communication skills. Monitor, managed GC/Subcontractor personnel for adherence to specification and quality of work. Very familiar with USACE EM-385-1-1 project standards and safety regulations.

Randy Biagas II's Bio
With 9 years experience in construction performing electrical work as a Journeyman Electrician, Randy "RJ" Biagas II joined Rand Enterprises Inc. in 2004. As Vice President of Operations and Project Manager, RJ Biagas oversees day-to-day operations within the company. RJ's responsibilities include, maintaining the company data & communication systems, supervising installation of FA & Security System project, and estimating and reviewing job cost budgets.
"RJ" holds a Bachelor of Science degree in Business Management from McNeese State University.

Dairy Nelo Ortega's Bio
Dairy Nelo Ortega, who is an accomplished accounting and finance professional with over 21 years of experience in public and private accounting, is the Corporate Controller for Rand Enterprises, Inc. Her day-to-day functions will be working closely with members of the management team to manage costs, conduct analyses enabling tactical and strategic decision making and maintaining accounting control across departments within the Rand organization.
Dairy joined Rand Enterprises in October 2014, coming from Triangle Quality Foods, LLC, a food trading company with a diversified portfolio of quality brands and products.
