Alberto Omeechevarria's Bio
Alberto Omeechevarria is a founding principal of Biscayne Contractors. Inc. and has spent the majority of his professional career building the company from the ground up. From its beginnings in 1986, he guided and carefully orchestrated the growth of Biscayne to the respected industry leader the company has become. Based on a foundation of the fundamental principles of quality, professionalism, and ethics, the company has grown and cultivated a loyal clientele of government and commercial customers in the Washington DC metropolitan area. Providing a diverse range of construction services for more than thirty years, Biscayne has successfully completed thousands of projects from less than $25,000 to over $10M including base building, renovation and build out.
In addition to his essential leadership in the development and day to day management of Biscayne, Mr. Omeechevarria has been an active supporter of a number of philanthropic enterprises including the Children’s Defense Fund, Operation Smile, the Haitian Relief effort, and third world educational facilities in Nicaragua through active involvement in the First Serve Foundation. On the local level, he has served on the Board of the Washington Tennis Foundation and the Prince George’s County Board Of Trade. As a lifetime advocate for children’s issues, he and his wife, Ivanna have contributed immeasurable time and resources to improving the lives of children in need and are successful foster parents for several children. Mr. Omeechevarria is a resident of Alexandria, Virginia, where he is active in the community along with his wife and two sons.
Frank Zawitoski's Bio
Frank Zawitoski brings more than 40 years’ experience in general construction and contracting to the Biscayne family. This includes a ten-year period before Biscayne where he served as Vice President and President of two separate electrical contracting firms in Maryland. Joining Biscayne in 1989, Mr. Zawitoski added his prior federal contracting experience to Biscayne’s initiative and business plan to develop government contracts and was instrumental in the successful pursuit, award, and performance of the many IDIQ, MACC and Term Contracts which have become the building blocks of Biscayne’s success. These long-term, federal relationships include the US Postal Service, the US Navy, General Services Administration, NASA, the Smithsonian, FBI and other agencies in the mid-Atlantic area.
As Vice President, he is directly responsible for all pre-construction activities including bid selection, proposal assembly, and submission. His post award responsibilities include: subcontract buy-out and issuance of subcontract documents as well as oversight and authorization of contract and subcontract revisions, modifications and changes. As a critical member of the Executive team, he works closely with the President and Project Executive in decisions regarding overall management and direction of Biscayne. He maintains active security clearances including sensitive, secret, and top-secret classifications from all of the agencies for which the company has under contract.
Born and raised in Baltimore, Mr. Zawitoski attended local schools and received a BA from the University of Maryland prior to full time entry into the construction business for companies in Maryland. He relocated and currently resides in Alexandria, Virginia with his wife, natural son and adopted daughter.

Bakari Simba's Bio
Bakari has been an asset to the Pre-Construction team, Project Managers and the entire company. Mr. Simba is a seasoned professional and an invaluable resource for Biscayne’s proposal preparation and advisor to construction teams by providing logistics, schedules, management planning and clear, comprehensive transition from Pre-Construction to post award efforts.
His considerable experience and skills have resulted in exceptional success rates in competitive and negotiated bids and proposals. He is a respected member of Biscayne’s team and is highly regarded as an extremely effective estimator, cost analyst and construction professional among Biscayne’s customers and colleagues.
Bakari Simba holds a Master’s Degree and a BS in Construction Management, resides in Springfield, Virginia, and enjoys spare time activities with his family of 4 children and active participation in 5K and 10K charity events.
Nicole Porter's Bio
Nicole Porter is our Director of Pre-Construction Services. She is directly involved in bid / proposal selection, documentation preparation, proposal composition, bonding and insurance, and processing of all award and modification documents for the entire company.
Ms. Porter holds the executive position of Corporate Secretary. She is also the corporate Security Control Officer with responsibility for control, administration, and is the point of contact for corporate and individual security clearance information including sensitive, secret and top-secret classifications from all of the agencies for which Biscayne Contractors has under contract.
Nicole lives in Annapolis, Maryland with her teenage son and significant other.

Cristhian Salinas's Bio
Cristhian Salinas has been an essential member of the Biscayne project management team since joining the company in 2010 as an Associate Project Manager. Since then, he has proven to be a quick study and gained the full confidence of Biscayne’s executive management staff. Regarded as a valued professional on the Biscayne team, he currently serves as a full charge Project Manager.
In his current role as Project Manager, Mr. Salinas has earned the respect of customers, subcontractors, contracting officers, and Biscayne’s executives by providing critical support functions, reports, project status updates, invaluable project management/quality control, and contract compliance certification on some of Biscayne’s largest, most complex projects. He is considered by Biscayne to be an essential element of the future management of the company.
Mr. Salinas grew up and attended schools in northern Virginia and holds an AA from Northern Virginia Community College in Business Administration. Mr. Salinas lives in Alexandria, Virginia, with his two young children. He is intimately active in the academic and social lives of his children and spends the majority of his non-working hours in family activities and teaching children soccer skills.
Mick Akers's Bio
Mick Akers brings more than two decades of design and construction experience in federal and military projects to Biscayne. Since joining Biscayne in 2012 as a Project Manager with extensive large project experience, he has excelled in the design-build sector within the company, managing some of the largest and most complex projects in Biscayne’s resume. As a project manager on these projects, Mr. Akers has provided highly successful, on time, within budget leadership on concurrent contracts which also required extensive on-site teams with high level security clearances.
Mr. Akers grew up in western Maryland and, not long after graduating high school, worked a number of construction projects and eventually signed on to two military construction projects in Iraq where he spent 3 years in the construction of projects for the US Marines and the US Air Force at Al Asad Air Base. As the onsite Project Manager for these projects, he gained invaluable experience managing dozens of foreman, hundreds of subcontractors and workers under adverse conditions related to working on foreign soil, language barriers, cultural adaptations and scores of other war-time challenges. During his tenure at Biscayne, Mick has acquired an extensive resume of safety and quality certifications as well as security clearances including sensitive, secret, and top-secret classifications from all of the agencies for which the company has under contract.
Mr. Akers lives relatively near where he grew up, in Hagerstown, MD with his wife and three children. He and his family are active in their church and contribute time and energy in support of those in need both domestically and internationally.
Tim McCarthy's Bio
Tim McCarthy started with Biscayne in 2007 as a Project Manager. Within a short time however, his superior technical, leadership and management skills became apparent and he was promoted to the position of Project Executive. In this position, he has full responsibility and authority over all planning, resourcing and direction of Biscayne’s project management structure. Under Mr. McCarthy’s leadership, his project management team has successfully completed hundreds of projects ranging in size from several thousand dollars to $15M for Biscayne’s long-term federal customers including: the US Postal Service, US Army, US Navy, General Services Administration, FBI, the Smithsonian, and many others.
Since his arrival at Biscayne, Mr. McCarthy has expanded the company’s geographic area of operation to southern Virginia, West Virginia, and Delaware. Additionally, he assembled and oversees an extremely successful emergency response unit within the company, providing emergency and temporary power, HVAC, flood, structural and virtually any other disaster reparation services that Biscayne’s customers may need.
With a BA from Catholic University of America, Tim McCarthy played football in high school for Gonzaga and collegiately for Catholic University. He has achieved LEED AP certification, state contracting licensure in West Virginia, an extensive resume of safety and quality certifications as well as security clearances including sensitive, secret and top-secret classifications from all of the agencies for which the company has under contract.
Mr. McCarthy lives in Alexandria, Virginia with his wife and family of four children. He plays recreational hockey in two leagues and coaches his eldest son’s football team.
