Dave Gregson's Bio
Dave Gregson has worked in the construction industry for over 30 years and has held the titles of estimator, project engineer, superintendent, project manager, and area manager. He graduated from Arizona State University with a Bachelor of Science degree from the College of Engineering – School of Construction (now Del E. Webb School of Construction). Dave joined Fann Contracting in 2004 as senior project manager. Dave oversees the project management department including project managers, engineers, and administrators. He manages multiple types of projects including highway construction, asphalt and PCCP paving, utility and infrastructure, concrete structures, drainage, earthwork, public works and airport projects. He takes a lot of pride in mentoring project management staff for continued education purposes and to stay current on evolving industry specifications and requirements.
Don Holt's Bio
Don has worked in construction since 1958, starting as an inspector and surveyor after attending Texas Tech University. He came to work at Fann Contracting in 1978 and has been the Director of Estimator at Fann for over 30 years. Don became a Vice President of the company in 1993. He has been an integral part of Fann’s bidding success for many decades. Don’s responsibilities include overseeing Fann’s estimating department, selection of job opportunities, preparation of bids, negotiations with subcontractors and suppliers.
Garth Bascom's Bio
Garth has been with Fann Contracting since 1996 after receiving an associates degree in Corporate Management at Embry Riddle Aeronautical University. With over 23 years in the construction industry, Garth has a well-rounded background starting in the field as a laborer, operator, foreman and superintendent before moving into Human Resources. Since 2005, Garth held the position as Human Resources Manager then was later promoted to Director of Human Resources and Safety/Regulatory Compliance for the company. He oversees the company’s Human Resources and Safety Department including hiring and employment outreach programs, facilitating the company’s State Apprenticeship Programs, manages employee resources, oversees general safety policies and procedures. Garth is an active member of the Prescott Area Human Resources Association and is regularly involved with community recruiting events and Job Fairs.
Jason Fann's Bio
As a 3rd generation owner, Jason continues to lead the company with the same core values and dedication to the industry as his father and grandfather. Since the start of his career at Fann, he has held several hands-on field and office positions before attending college at Arizona State University where he earned a Bachelor of Science degree in Construction Management at Del E. Webb School of Construction. During and after college, Jason worked for Bechtel Corporation and Wynn Design & Development – two multi-billion dollar companies – performing project engineering, construction coordinator, and project management duties before returning to Fann in 2007. He has since served in many capacities as project manager, estimator, alternate delivery lead, and project executive for a multitude of project clients including ADOT, FHWA, FAA, NPS, BIA, tribal communities, municipalities, public works, and private developers. Jason still leads Fann’s alternative delivery programs and enjoys working with clients and designers during pre-construction and construction. As President and Chief Operating Officer, Jason actively oversees Fann’s operations as a whole while serving as Chairman of the AGC Prescott/Yavapai Joint Cooperative Committee while staying actively involved in the local community and charitable organizations.
John Heisley's Bio
John has over 43 years of technical construction experience and has a strong passion for our industry. He began his career with Del E. Webb Development Company in 1976 before working at Fann Contracting in 1982 starting as a shop maintenance foreman then moving into several other positions including shop supervisor, asphalt plant operator, paving foreman, project superintendent, estimator, project manager, and general superintendent. In 2007, John was named Vice President. His leadership in quality and field processes have continued to shape who we are today. Currently, John remains as Vice President and is Director of Materials providing general oversight of Fann’s aggregate and asphalt materials division. John has served on the Yavapai County Contractors Association board of directors for over 16 years and he is also an active member of the AZ chapter of the AGC sitting on the ADOT / AGC Standards and Guidelines Materials Subcommittee.
Katie Baldwin's Bio
Katie holds a Master of Business Administration from Western New Mexico University, School of Business as well as a Bachelor of Science in Accounting. She holds a professional certification from the ICCIFP as a Certified Construction Industry Financial Professional (CCIFP). Katie is an active member of Construction Financial Managers Association (CFMA) and serves on several national committees. She participates within the AGC events and associations. She is also a member of Habitat for Humanity Prescott’s Finance Committee.
Prior to joining Fann Contracting, Katie worked for the national marine/heavy construction contractor, The Dutra Group, based out of the San Francisco Bay area. Before that, Katie worked for vertical commercial general contractor/CM Holt Construction Corp in the NYC metro area. She started her journey in the construction industry working for highway/civil contractor James Hamilton Constructions as their Chief Operating Officer.
As Chief Financial Officer, Katie Baldwin is responsible for Fann’s financial functions, including accounting, audits, treasury, financial planning and operational reporting. Her career consists of more than 15 years of experience across several types of construction, financial management, process improvement and corporate strategy. Katie has wide diversity within her experience as she’s worked with heavy self-performing contracts, GMP, CMAR as well as design build contracts.
Linda O’Brien's Bio
Linda began her career with Fann in 1984 as a computer programmer, developing construction software for the company. With her knowledge of both the accounting and IT sides of the business, she quickly moved into a management role, and helped the company as it grew from a small local business to a mid-sized statewide contractor. Her responsibilities include overall financial management, management of IT with particular emphasis on construction management software, accounting and estimating data trending and analysis, planning and policy making functions with the senior management team, and general problem solving.
Mike Shivers, Jr.'s Bio
Mike began working with Fann Contracting in 1993, fresh out of high school. Mike started as a laborer and pipe layer, working his way up through the company as equipment operator, foreman, and ultimately project superintendent. Mike has been running many of the larger more complex projects for the company, including the most recent $35 million-dollar Devil Dog project on I-40. In 2018, Mike was promoted to Director of Operations and General Superintendent. Mike’s responsibilities include overseeing all of Fann’s field operations, scheduling and coordination with project superintendents, resource prioritization of field employees and equipment, general oversight of Fann’s materials and asphalt division, and working with project teams to maintain the highest level of safety and quality on every project.

As the 2nd generation owner of Fann Contracting, Mike worked for his late father, Jim Fann, starting part-time in 1969 and then full-time in 1975. He graduated from Arizona State University in 1980 with a Bachelor of Science degree from the College of Engineering – School of Construction (now Del E. Webb School of Construction). Under Mike’s leadership, what was once a small local business has grown into one of Arizona’s largest heavy-civil construction companies. Mike’s executive expertise and respect in the industry combined with his small town family values has made Fann Contracting what it is today. In late 2018, after nearly 30 years of serving as President, Mike handed over the reins of Fann Contracting to his son, Jason. Mike is now serving as the Chief Executive Officer.
Scott Thomas's Bio
Since beginning his employment with Fann Contracting in 1988, Scott has gained extensive experience in our heavy truck and equipment maintenance operations. Early in his career he served in various roles as heavy equipment mechanic, lube technician, and parts manager before assuming his current position of fleet manager in 1998. Scott oversees Fann’s maintenance department and overall equipment fleet including heavy equipment, on-highway vehicles, transport, and small equipment. He manages a staff of 25+ employees while monitoring equipment costs, overseeing rental equipment, acquisition and sale of equipment, and coordinating equipment movement to and from projects. Additionally, he handles oversight of Fann’s solid waste hauling contracts.
