Alan Boeckmann's Bio
Alan L. Boeckmann is executive chairman of Fluor Corporation, one of the world's leading and largest engineering, procurement, fabrication, construction, and maintenance services companies.
Mr. Boeckmann joined Fluor's Board effective May 1, 2019. In addition, Mr. Boeckmann serves on the boards of Sempra Energy and Archer Daniels Midland, providing him with deep insight into the industries Fluor serves and a diverse knowledge of strategy, finance, and operations.
Mr. Boeckmann joined Fluor in 1979 with previous service from 1974 to 1977. He held many positions across the company prior to becoming chairman and chief executive officer of Fluor from 2002 to 2011. He served as non-executive chairman of Fluor from 2011 until his retirement in 2012.
Mr. Boeckmann served as president and chief operating officer of Fluor starting in February 2001. He has served as president and chief executive officer of Fluor Daniel, the engineering and construction unit of Fluor Corporation, and president of Fluor Daniel's Energy & Chemicals group, Fluor Daniel’s Chemicals, Plastics & Fibers operating company, and the Chemical Processes & Industrial business group. Prior to that, he served as vice president of the company's business unit that formed its DuPont alliance and as the functional leader of engineering.
Since joining Fluor in 1974 as an engineer, Mr. Boeckmann has held various management positions, including assignments in California, Texas, South Carolina, South Africa, and Venezuela.
Mr. Boeckmann has been an outspoken leader on the subject of anti-corruption and was instrumental in the formation of the World Economic Forum's Partnering Against Corruption Initiative in 2004.
Mr. Boeckmann graduated from the University of Arizona with a degree in electrical engineering.
Carlos M. Hernandez's Bio
Before being named as chief executive officer, Carlos M. Hernandez was the executive vice president, chief legal officer for Fluor Corporation and served as the company's corporate secretary. He joined Fluor in 2007.
Prior to joining the company, Mr. Hernandez served as general counsel for ArcelorMittal Americas, a major steel producer which is part of the ArcelorMittal steel group. Mr. Hernandez has also served as general counsel and secretary of International Steel Group (ISG), Inc. prior to its acquisition by Mittal Steel Company.
Before joining ISG, he served as executive vice president, general counsel and secretary for Fleming Companies, Inc., in Dallas. From 1984 to 1999, Mr. Hernandez served in a number of different legal capacities including assistant general counsel for Armco Inc. a steel company, in Pittsburgh. Early in his career, he worked as a civil engineer with HNTB.
Mr. Hernandez holds a Bachelor of Science degree in civil engineering from Purdue University and a Juris Doctor degree from the University of Miami School of Law.
Garry W. Flowers's Bio
Garry W. Flowers serves executive vice president, Construction, HSE & Risk for Fluor, responsible for Construction & Fabrication, HSE, Corporate Security, Corporate Investigations, Industrial Relations, and Risk functions.
Additionally, Mr. Flowers has oversight of the Governor Mario M. Cuomo Bridge Project in New York.
He previously served as executive vice president of Fluor’s Project Support Services, with responsibility for AMECO and TRS Staffing Solutions. He served as group president of Fluor’s Global Services segment from 2011 to 2014.
From 2009 to 2011, Mr. Flowers served as president and chief executive officer of Savannah River Nuclear Solutions, LLC, the Fluor-led partnership that oversees the management, cleanup, and operations at the Department of Energy’s Savannah River Site.
Since joining Fluor in 1978, he has held numerous leadership positions across the company. Active in a variety of civic and professional organizations, Mr. Flowers is a past member of the Executive Council of the U.S. Department of State, Overseas Security Advisory Council (OSAC) and he is a director on the board of the South Carolina Manufacturers Alliance.
He is a graduate of Furman University in South Carolina, having earned a bachelor's degree in political science.
Mark Fields's Bio
Mark Fields is the group president of Energy & Chemicals for Fluor, with global oversight for business development and operations in the upstream and downstream oil and gas markets as well as the chemical and petrochemical industries.
Prior to assuming his current position, he was president of Energy & Chemicals business in the Americas region, responsible for business development and operations in the upstream and downstream oil and gas, chemical and petrochemical industries in North, South and Latin America.
Since joining Fluor in 1981, Mr. Fields has held a variety of roles globally in project and construction management, project controls, estimating, materials management and commissioning and start-up management.
Mr. Fields has extensive experience on international projects. He has served as senior vice president and project director for the Tengizchevroil megaproject in Kazakhstan, project general manager for the Saudi Kayan petrochemicals complex, and project manager and general construction manager for the Jubail United Petrochemical Company petrochemical complex in Saudi Arabia. He has led upstream, refining, mining, chemical and petrochemical projects, with a number of projects executed on a lump-sum basis.
He has a bachelor's degree in construction management from Purdue University and has attended executive management programs at Thunderbird School of Global Management, Wharton School of Business and INSEAD.
Stacy Dillow's Bio
Stacy Dillow is executive vice president, chief human resources officer for Fluor Corporation. She leads the company’s global Human Resources organization in support of Fluor’s workforce of more than 47,000 employees. She is responsible for global HR strategy and operations as well as attracting, developing and retaining talent to build a globally diverse and inclusive organization.
Previously, Ms. Dillow spent two years with Unilever, a multinational fast moving consumer goods company, as the head of supply chain transformation for Southeast Asia and Australasia. Prior to joining Unilever, she spent nearly 22 years at Fluor, holding a variety of global leadership roles on major capital projects across pharmaceutical, chemical, oil and gas, infrastructure and mining industries. Ms. Dillow has led company-wide transformations working across the globe while based in the United States, Canada, Europe and Asia.
Ms. Dillow graduated with honors from the University of Colorado at Boulder, with a B.S. in chemical engineering. She also completed advanced management programs at the Thunderbird School of Global Management and the Asian Institute of Management.
Taco de Haan's Bio
Taco de Haan is group president of Diversified Services, with accountability for Stork, AMECO and TRS Staffing Solutions, and President of Stork, a Fluor company. Stork is a global leader in maintenance, modification and asset management and a key part of Fluor's integrated solutions portfolio.
Mr. de Haan previously served as the president of Fluor's Energy & Chemicals business line for Europe, Africa and Middle East (EAME) and was responsible for the oil, gas and chemicals capital projects executed in the region.
Since joining the company in 1995, Mr. de Haan has held several positions of increasing responsibility in engineering, project management, site management, office general management, business development and regional executive management roles.
He also previously led Fluor's Operations & Maintenance International division.
Mr. de Haan holds a bachelor's degree in electrical engineering from the University of Applied Sciences at Breda in the Netherlands. He also holds a certificate in organizational change and transformation from the University of Miami and a Master of Business Administration degree from the University of Derby in the United Kingdom.
Mr. de Haan has participated in several executive management development programs including Leadership in the Global Enterprise at Thunderbird University in Phoenix, Arizona.

Thomas D’Agostino's Bio
Thomas D'Agostino serves as group president for Fluor Corporation where he leads the company's Government Group. In this role, Mr. D'Agostino oversees the sales and delivery of value-added services to government agencies including the U.S. Departments of Defense, Energy, and Homeland Security, National Nuclear Security Administration, and Canadian Nuclear Laboratories.
Mr. D'Agostino joined Fluor in 2013 as the senior vice president of Strategy and Development for the Government Group. Shortly thereafter, he assumed the role of senior vice president of Business Development where he was responsible for growing Fluor's presence in the government sector to include strategic planning, policy formation, and capability development. Mr. D'Agostino has more than 35 years of executive, leadership, management, and operational experience in a wide variety of government-related fields.
Before joining Fluor, Mr. D'Agostino served for more than seven years in a number of politically appointed positions for Presidents George W. Bush and Barack Obama as the undersecretary for nuclear security at the Department of Energy, and administrator of the National Nuclear Security Administration (NNSA), as well as the deputy administrator for defense programs. In these positions, he was responsible for numerous nuclear programs to include weapons, propulsion, security, counter-terrorism, and emergency response, as well as the environmental cleanup and management programs for the Department of Energy. This responsibility involved a budget of close to $18 billion per year with a large geographically dispersed workforce.
Prior to these positions, he served in a variety of executive roles responsible for program planning, budget formulation, operation and oversight for the execution of several programs at the Department of Energy, as well as nuclear reactor operations and technical program management at the Naval Sea Systems Command for the SEAWOLF submarine propulsion system.
Mr. D'Agostino achieved the rank of captain in the U.S. Naval Reserves, where he served in a wide range of assignments, including Navy Department Duty Captain in the Navy Command Center in the Pentagon. He spent more than eight years on active duty in the Navy as a submarine officer. His service included assignments on board the USS SKIPJACK (SSN 585) and with the Board of Inspection and Survey as the main propulsion and nuclear reactor inspector, where he performed nuclear reactor and propulsion engineering inspections for more than 65 submarines and nuclear-powered ships in the Atlantic and Pacific fleets.
Mr. D'Agostino serves on a variety of professional and non-profit boards to include: Savannah River Nuclear Solutions LLC, the Portsmouth Decontamination and Decommissioning Project, Fluor Marine Propulsion, and the Nuclear Energy Institute Board of Directors.
He holds a master's degree in national security studies from the Naval War College, a master's degree in business finance from Johns Hopkins University, and a bachelor's degree in physical science from the U.S. Naval Academy.
