Bob Stuart's Bio
Bob Stuart is a recognized expert in electric utilities system operation and system protection design for generation, transmission and distribution systems. Bob brings more than 40 years of experience to BVR and is responsible for all aspects of BVR's electric utility related business. He maintains an active lead role in the design of military utility systems.
Bob retired as Manager of Operations for Engineering from PG&E where he led major initiatives in system protection, transmission operation, control, and disturbance analysis. At PG&E, Bob championed the application of microprocessor technology for system protection and the use of fault tolerant remedial action schemes. He was involved in power system reliability, design/review of protection standards, and led the effort to design and implement special protection and remedial action schemes to prevent blackouts. He was responsible for the development of unique operating procedures utilizing the dispatch of generation for San Francisco Bay Area reliability and helped in the development of PG&E’s three stage electric emergency plan.
Bob served as the transmission team lead for the North American Electric Reliability Council (NERC) in investigating the August 14, 2003 northeast blackout. He also chaired an operating capability study group which developed the methodology and procedures to restore the reliable operation of the Western U.S. electrical grid. He won the WECC outstanding contributor award for his work on that committee.
Bob has worked with Elequant, Inc., BrightSource Energy, Inc., Agile Energy, Beacon, Flynn Resource Consultants, Forecast Energy, Gridquant, NERC, Nexant, NRG, Process Unlimited International, Scatec Energy, SolAspect and Silicon Valley Power, the Corps of Engineers and the U.S. Air Force. He has also provided high level consulting for diverse clients in Hong Kong, Kuwait, Mexico, India, Malaysia, Jordan, Nigeria and South Africa. Bob earned his Bachelor of Science in Electrical Engineering from California Polytechnic University, San Luis Obispo.
Dale Pfeiffer's Bio
Dale Pfeiffer brings nearly four decades of experience in California municipal public works and civil engineering management to his role as public works director for BVR. He has directed multi-million-dollar capital improvement programs and operating budgets for municipal water, wastewater and storm drainage systems, roadway and transit networks, solid waste collection, buildings, parks and recreation facilities, and fleet maintenance.
Dale had a 24-year career as Director of Public Works for the City of Vacaville, during which time he also was City Surveyor, a job he has retained with the City on a contract basis since retiring as Public Works Director in 2008. He also currently is a project manager for the Solano Economic Development Corporation on the Highway 12 corridor study, and recently served as a consultant to the City of Fairfield and an instructor in Green Technology at Solano Community College. His public service work began in 1974 for the City of Palo Alto, where he started as an Assistant Engineer and ultimately was promoted up to the position of Deputy Director of Public Works Maintenance, responsible for management of the public works field forces.
After earning his Bachelor of Science in Civil Engineering from San Jose State University, Dale began his engineering career with Mark Thomas and Co., consulting engineers in San Jose. He earned his Master of Science in Public Works Administration from University of Santa Clara while working full time. Dale is a California registered Professional Engineer in Civil Engineering, an active member of the American Society of Civil Engineers and a Life Member of the American Public Works Association.
Greg Haling 's Bio
Mr. Haling is a licensed civil engineer with 30 years of experience and provides planning, analysis, design, and construction management for water treatment, storage, transmission, distribution systems, well facilities, pipelines, pumping stations, storage facilities, treatment works, control systems, and instrumentation. Greg has designed and engineered waterworks projects for commercial, industrial, and government clients. He has specialized in water resource planning and development which includes projections of demand, identification of service areas, determination of sources and safe yields, identification of alternative sources, modeling and evaluation of distribution systems, water quality studies, well testing, fiscal planning and environmental impact analyses.
Greg also has extensive experience in water transmission and distribution projects for commercial site facilities, repairs for schools and government agencies systems. These services have included planning studies, computer analyses of water distribution systems, field studies of conditions of existing mains, hydrant flow and pipe condition tests, transmission main design, pumping station design, resident representation, and services during construction. He has been involved in the engineering of water treatment plants in California and created innovative and state of the art designs for water treatment systems, multi-barrier water filtration distribution systems for surface water treatment plants and the design and construction oversight for large water supply wells. He has also written engineering reports for water system investigation procedures in compliance with the U.S. Safe Drinking Water Act and California Public Health Department Standards.
John Melnyk's Bio
John Melnyk is a managing director and co-founder of BVR. John brings more than 35 years of experience in the energy and environmental fields and has introduced private sector practices to the Department of Defense which have evolved into nationwide programs for each of the military services. He originated the conceptual framework of Performance Based Remedial Construction Contracts (PBC), Public/Private Partnerships (P3), Utility System Enhanced Use Leases (EUL) and Public-Public Public-Private (P4) at military facilities though out the U.S. resulting in significant capital infrastructure improvements and dramatic cost savings for DoD. Many of these initiatives have been incorporated into nationwide programs by the federal government.
Prior to BVR, John was Director of Federal Programs for Tetra Tech Corporate and ARCADIS, U.S. During that time frame, he introduced and helped to create new contract vehicles for each of the military service components that changed the landscape of the environmental remedial construction practice and utility infrastructure capital programs. He has worked at the Assistant Secretary, Command and Agency levels within each of the services towards the development of new and creative cost savings initiatives. These programs have resulted in several $ Billions of infrastructure contracts and progressive longstanding community partnership. His DoD relationships and knowledge of Federal Government programs, he has influenced legislative language and introduced new contract vehicles that adhere to FARs and other contracting protocols. His most recent utility initiative with the Air Force has created a capital improvement program that introduces an assortment of funding, service resources and high-level expertise to military facilities from community partnerships through an unencumbered and reliable process. It enables a community, local to a military base, to assist in rebuilding the base’s utility infrastructure. This contracting and execution platform could enable all of our U.S. military to upgrade its core infrastructure to future mission standards. John earned his Bachelor Science in Physics from Saint Francis College, New York.
Mark Tenney's Bio
Mark Tenney is responsible for BVR’s federal utilities and infrastructure program. He has more than 45 years of experience in the water and wastewater field. Mark also oversees BVR’s Utility Privatization and Public to Public – Public to Private (P4) programs in the federal market. Mark co-founded Contract Management Services, Inc. (CMS) in South Bend, Indiana, a firm organized to provide operation and maintenance services to municipal and industrial wastewater treatment systems which was later purchased by Severn Trent Environmental Services and has worked with Brown and Caldwell and Severn Trent in project and account management in the Industrial Water Quality Divisions for automotive, food and beverage, aircraft, chemical industries and municipal treatment systems.. Project activities included advanced wastewater treatment, energy efficiency, biomass utilization, and greenhouse gas inventories.
Mark was an Assistant/Associate Professor of Environmental Health Engineering at the University of Notre Dame from 1965 to 1973 and co-founded the environmental consulting engineering firm of TPA in South Bend, serving as the firm’s CEO. Mark 32 years of combined service between the active U.S. Army and the Army Reserve. His final assignment was as Commander of the 416th Engineer Command in Chicago, retiring as a Major General..
Mark has Bachelor, Master and Doctorate of Science degrees in Civil and Environmental Engineering from MIT. He is a Registered Professional Engineer and is in the Chi Epsilon and Sigma Xi honorary societies. He has been awarded the Harrison Prescott Eddy Medal from the Water Environment Federation and the DeFluery Medal from the U.S. Army Corps of Engineers.
Steven Greenberg's Bio
Steven A. Greenberg is managing director and co?founder of BVR. Steven brings more than 30 years of public utility, private industry, and public policy experience to BVR. Steven has devoted his career to developing sustainable methods for the optimization, delivery and consumption of clean, efficient energy, resources, and infrastructure to end users. He has substantial experience in the development, design, building, financing, ownership and operation of electric, water and wastewater utility systems, distributed energy, facility management systems, facility optimization, and wholesale energy markets.
Prior to establishing BVR, Steven co-founded The Distributed Energy Resource Group (DERG) and RealEnergy Inc. DERG provided consulting, general contracting and construction services, energy equipment sales, service and operations. The firm assisted public and private clients in the development and implementation of strategies, systems and solutions for sustainable facilities and energy, water and wastewater infrastructure. RealEnergy was the nation’s leading developer, owner, and operator of distributed generation and combined heat and power systems for the commercial real estate sector. RealEnergy developed 30 projects which generated 15 megawatts of power.
Steven also assisted in establishing utility services for the conversion of the Oakland Army Base (from military to civilian use). While at PG&E, he developed programs in operations, capital infrastructure improvements, business management systems, power contracts and was responsible for government affairs and regulated utility policy.
Steven is a member of ASHRAE and previously served in board and/or executive committee positions for the California Alliance for Distributed Energy Resources, the Distributed Power Coalition of America, and the US Combined Heat and Power Association. He earned a Bachelor of Science in Business Administration from California Polytechnic Institute.

Danelle Dibari-Starustka's Bio
Danelle DiBari-Starustka was born and raised in Las Vegas, NV. Danelle started working for a construction cleaning company in 1990. In 1992 she was employed by NV Energy as a Meter Reader. She quickly progressed to a Lead Meter Reader then Business Analyst and finally the Team Leader of the Field Services group in the Meter Operations Department. Danelle lead over 170 employees composed of mid-level managers and union members. Her responsibilities consisted of working along with human resources to interview, hire and fire employees. She planned, participated, and enforced all departmental safety rules. Monthly safety meetings were conducted by Danelle with follow up sessions to problem solve with a safety committee. Danelle was responsible for maintaining and balancing a $5 million dollar budget, preparing monthly reports for the director. Her Extensive PC skills include Microsoft Word, Excel, Power Point, Outlook, Project, Access, ERP for Financials, TEA Timesheet, People Soft, ITRON Premier Plus 2-6, Crystal Reports and Customer Information System.
Danelle retired from NV Energy in 2011 to pursue her love for welding and fabrication. Certified in welding and while working with the power company, Danelle started teaching FCAW welding classes at the College of Southern Nevada. She married into the military family and retired from both jobs and moved to Hawaii. After almost a year in Hawaii and developing a strategy for her own business, she focused on fabrication and incorporated wood working into her skill set, Danelle relocated to Northern California and continues to show her metal/wood art in art shows. Danelle joined the Bridge View Resource Team in 2015 as a part time project manager/consultant.
Matthew Martin's Bio
Matt has experience working and managing teams in multiple construction fields, plumbing, carpentry, and electrical. He is a CSUS graduate with a degree in History with an emphasis in archival research.
Matt has been with Bridgeview for 2 years holding multiple positions Including, IT professional, Assistant Project Manager as well as Assistant to the Director of operations. His skill and diverse technical knowledge make him a solid fit for BVR’s fast paced working model.
Michael Stevens's Bio
Michael Stevens has over 25 years of comprehensive experience in electrical systems design and general architect and engineering services for a wide range of project types including healthcare facilities, civic buildings, federal facilities, military facilities, educational facilities including K-12 and higher education and a wide range of commercial projects.
Mr. Stevens is proficient in developing complex electrical engineering concepts into concise working drawings. His approach to design allows for a client-oriented solutions to unique project needs.
Mr. Stevens also has experience in the design of power distribution systems (normal and emergency systems) and lighting systems in compliance with the Title 24 energy code, LEED and Green Building Design. He also has experience in the design of low voltage systems including fire alarm systems. His involvement in a wide range of projects has given him opportunities to work with various agencies including local city and county government, the California Office of Statewide Health Planning Department (OSHPD), the CA Department of the State Architect (DSA) and the State Fire Marshal. He is proficient with most of the modeling tools required to produce drawings for pre-design, schematic design, design development, construction documentation and construction administration.
Pam Engebretson's Bio
Pam Engebretson brings both public and private sector perspectives to the land use, infrastructure and development process, sharpened after 30 years of experience as an observer, participant, client and consultant. She combines technical knowledge, strategic vision, and skills in communications, issues assessment and conceptual analysis.
Pam pioneered a new, focused line of business called "competitive acquisitions strategy", advising companies competing for property acquisition, management, development or partnership with both public agencies (including all services in the DoD) and private landowners. She works with most clients through the entire competitive process, from initial Request for Qualifications through final proposals, including interview presentation creation and team coaching. She also advises public agencies and corporations in the structuring of disposition strategies and competitions. She has managed nearly 140 competition assignments for clients in a dozen states across the country, including successful efforts to win development rights on closed military bases, public-private partnerships and privatizations, enhanced use leases, and urban in-fill opportunities.
Pam managed successful land use entitlement efforts as a Vice President for Southwest Diversified (later Brookfield Homes) in California from 1990 to 1994. Pam joined Southwest after more than four years with the Irvine Company, where she rose to the position of Senior Director of Strategic Planning.
Pam began her career in 1971 as a newspaper reporter, earning state and national awards for coverage of planning and land use issues in Tucson and San Diego. She went on to participate directly in land use policy development, first as an aide to an elected San Diego County Supervisor and then as a division head for the San Diego Association of Governments. She left San Diego in 1983 to become Public Affairs Director for American High Speed Rail Corporation, the entrepreneurial venture that proposed to build a “bullet train” from Los Angeles to San Diego. Pam earned an MBA from Pepperdine University, Los Angeles, and a Bachelor of Arts in Journalism from University of Arizona, Tucson.
