PAP Consulting Services, LLC is a minority owned, Michigan DBE & MBE certified project management consulting company providing innovative, timely, and cost effective solutions that will optimize your efficiencies. We specialize in construction and facilities management and are ideally and strategically setup to address all your construction and facilities capital improvement project needs.Our ideal customers include Government (Federal, State, and Local) Agencies and Private Entities who are embarking on building construction, addition, alteration, renovation, facilities infrastructure improvements and expansion, tenant build-outs, and facilities maintenance and repairs.

PAP Consulting Services will work with you to identify project constraints, risk, and assumptions that can have negative impact on you projects and assist with developing mitigation plans to diminish or eradicate these issues. Our mission is to guarantee that your projects are completed within agreed specifications, budget, time, and quality. Our primary goal is to ensure that all projects are designed, executed, and delivered to your utmost satisfaction.

We place the utmost importance around frequent collaboration with you throughout the pre-design, design, procurement, construction, and post-construction phases. We develop management teams based on your project needs and provide expertise on constructability, cost, schedule, and methodology. We are focused on delivering all services related to construction management, facilities management, and facilities capital project management.

Capital Project Management

PAP Consulting Services will deliver your projects based on your specific project requirements, using the following project management processes:

- Project Initiating – PAP Consulting Services will work with you to identify any initial constraints (schedule, budget, and resources), risk, and assumptions that may impact your projects and develop sound mitigation plans to address these issues. We will also work through any legal, regulatory, or compliance issues with you to ensure a seamless project.

- Project Planning – Our detailed planning processes will literally have you saving on time, money, and resources. This is everything we do to set your project up for success. Our project team in conjunction with you and other stakeholders will establish the steps required to define your project objectives, clarify the scope requirements and develop the task list/schedule to get it done. PAP Consulting Services will also ensure that all required permits are acquired.

- Project Executing - Our competent and qualified project managers will proactively lead and manage your projects to a successful completion, ensuring that projects are completed within the agreed upon specifications, budget, time, and quality.

- Project Monitoring & Controlling – PAP Consulting Services will create robust quality assurance plan and aggressively monitor your project to ensure that they are progressing as planned. We provide constant project updates, keeping you abreast and informed with the project progress at every step of the way. The project will be controlled by evaluating how the project is conforming to plan and actions taken to address any variances that are outside of acceptable limits.

- Project Closeout – Before the project is handed over, we will confirm with you that all requirements were met and verify that all deliverables have been delivered and accepted. We will hand over to you, all updated documents - manuals, drawings etc. and completed punch list.

Construction Management

Our #1 goal is to ensure that our client’s projects are delivered on time, within budget, and within specified scope requirements across all construction sectors. This is accomplished by frequent collaboration with clients and stakeholders through the pre-design, design, procurement, construction, and post-construction phases of the projects. We develop construction project management teams based on each client’s needs and project requirements.

We will deliver your projects based on your specific project requirements, using the following construction management delivery methods:

- Construction Management  Agency – As your construction management agent, we provide advise and expertise on constructability, cost, schedule, and construction methodology ensuring that each phase of the project is executed in a timely, efficient and cost-effective manner.

- Construction Management-At-Risk – We will act as our client’s consultant during the pre-development phase of the project. We will contract and manage multiple subcontractors for the execution of the project and will be the sole point of responsibility for the project delivery.

Facilities Management

Is your operating cost going through the roof? PAP Consulting Services will develop and implement an effective preventive maintenance program that will reduce capital repairs, reduce unscheduled shutdown and repairs, extend equipment life, thereby extending facility life, realize life-cycle cost savings, and provide safe, functional systems and facilities that meet the design intent..

- Facility Maintenance & Repairs – To extend the life of your facility, a robust maintenance program is essential. PAP Consulting services professionals along with our trusted allies will provide problem-solving solutions and techniques to address all your facilities issues.

- Facilities Condition Assessment - Let us help you to plan for your major and minor, urgent and long-term needs for corrective actions – short and long-term financial planning. PAP Consulting Services will develop your capital budget plan by compiling a complete inventory of the deficiencies existing at your facility.  We will then use this assessment as a vehicle for producing such an inventory; it is a system for thoroughly assessing the existing physical condition and functional performance of building, grounds, utilities, and equipment.
