David Finch was commissioned as an Armor Officer in the U.S. Army in
May of 1985. He served in various capacities in the U.S. Army and the
Virginia National Guard and after 16 years he ended his career as an
Infantry Officer stationed in Virginia as a result of disabling injury.
David, has over 25 years of business experience in management
consulting, risk management consulting and health and welfare
brokering at Marsh and McLennan the world’s largest risk management
and management consulting company.
He advised and worked with small, medium and large companies
both in the private sector, public companies and for U.S. Agencies,
mainly DoD as well as government contractors including some of the
largest publicly traded and privately held government contractors in
the U.S. During his tenure at Marsh and McLennan he was the practice
leader for the construction services group for Virginia, North
Carolina and Washington D.C.
He lead the effort to create Marsh’s first Government Services and
Government Contracting Practice focused solely on those two areas to
include working with Marsh’s U.K. office and an Member of Parliament
who was a board member for his client. Moreover, David has lobbied and
worked with Congress and staffers as he sought and was awarded an
Earmark by Senator Webb to create a Beta site on how to improve the
overall integration and management of returning active duty and
veterans to maximum medical improvement when they were in the military
occupational disability program. He also worked with Congress and
senior staff at the Veterans Administration to educate them on the
effectiveness of the program in returning injured men and women back
to work. This concept implemented correctly would save both DoD and
the VA millions of dollars.
David, also worked as an all lines claims adjuster for the
United States largest underwriter for Workmen’s Compensation and
Occupational Disability, Liberty Mutual. He was responsible for
working with claimants, and the insured to apply the Virginia Workers
Compensation Act as well as other states regulations during the claims
process. He worked with and negotiated with many attorneys and law
firms across the country in this position. This included a large
number of claims handled for WC, General Liability, Automobile claims
in construction. His overall philosophy on risk management consulting
was founded under the following risks and principals that apply to all
organizations; Finance Risk, Hazard Risk, Strategic Risk and
Operational Risk. He holds an MBA from the University of Richmond and
a BA from the University of Wisconsin, Madison, he is a Certified
Property Casualty Underwriter (CPCU), he has his Associates in Risk
Management degree(ARM), completed OSHA 10 hour course.
