Aileen Schwartz Esq.'s Bio
Aileen R. Schwartz is Senior Vice President, Senior Corporate Counsel US and Privacy Officer, reporting to the Executive Vice President and Chief Administrative Officer on a broad range of legal and business issues. She is also Assistant Secretary to the Hill Board of Directors. Her responsibilities include contract and lease review and negotiation, litigation management, mergers and acquisitions, advising on employment law, human resource investigations, implementation and compliance worldwide with privacy laws, and response and prevention to cybersecurity breaches.
Prior to joining Hill, Ms. Schwartz was General Counsel to The Quaker Group, a privately owned company that specialized in real estate development and construction. She also served as President of Quaker Construction, Inc., Human Resource Coordinator, and Corporate Secretary to The Quaker Group. Ms. Schwartz is a generalist and has extensive experience within a wide variety of areas, including corporate, litigation, contracts, insurance, employment, privacy, mergers and acquisitions, and real estate and construction law.
Ms. Schwartz earned a B.A. in Fine Arts and English from The University of Pennsylvania, College of Arts and Sciences, and a J.D. from The University of Pennsylvania Law School in Philadelphia. Dr. Adel K. Jemah's Bio
Dr. Adel K. Jemah, of Hill's Jeddah, Saudi Arabia office, has more than 25 years of experience in structural engineering and project management. Prior to joining Hill, Dr. Jemah was Chief Executive Officer for TPM and was a lecturer at the Cardiff School of Engineering at the University of Wales. Dr. Jemah earned both his B.E. in civil engineering and his Ph.D. in structural engineering from the University of Wales at Cardiff. He is a Chartered Civil Engineer and a Chartered Manager.
Edward C. Newman III PE, CCM, LEED AP's Bio
Edward C. Newman III, P.E., CCM, LEED AP, is Senior Vice President. Newman has more than 30 years of project and construction management experience, including work on office buildings, education facilities, highways, rail and transit, water treatment plants, detention centers and heavy civil and public works. Prior to this promotion, he was Vice President in charge of business development for the region. Prior to joining Hill, he was Vice President and Mid-Atlantic Area Manager for Heery International. Newman earned his B.S. in civil engineering from the U.S. Military Academy at West Point. He is a registered Professional Engineer in Maryland, Virginia and Pennsylvania, a Certified Construction Manager and a LEED Accredited Professional.
Jose Luis Romero Hidalgo's Bio
Jose Luis Romero Hidalgo is Senior Vice President, Senior Corporate Counsel (International) and Compliance Officer, reporting to Executive Vice President and Chief Administrative Officer William Dengler, Jr. Mr. Hidalgo is responsible for reviewing and assisting in bid and tender opportunities, reviewing and negotiating contracts, and litigation management. He is also responsible for assisting with labor issues and handling insurance and risk issues as well as compliance and corporate matters.
Prior to joining Hill, Mr. Hidalgo was Secretary to the Board and Legal Department Director for a Spanish real estate developer, where he managed all corporate legal issues and participated in the design and execution of the firm’s business strategy. Mr. Hidalgo also served as Chief of the Legal International Department to Ferrovial Agromán SA, one of the largest contractors in Spain. His experience includes projects developed in Canada, Mexico, Puerto Rico, Dominican Republic, Ecuador, Colombia, Chile, Brazil, Argentina, Ireland, UK, Portugal, Italy, Poland, Russia, Tunisia, South Africa, and the Philippines.

Luis Lugo Jr.'s Bio
Luis Lugo Jr. is Senior Vice President and Regional Manager (Southeast/Caribbean/Latin America) with Hill's Project Management Group. He is based out of the company's Miami, Florida office. Mr. Lugo has more than 30 years of leadership experience in the military and the private sector. Mr. Lugo’s background includes projects in the transit, airport, housing and educational sectors. Prior to Hill, he served as President and Chief Operating Officer with PACO Group, a construction management firm. Prior to that, Mr. Lugo spent 20 years in the U.S. Army.
He holds a B.S. in liberal studies from the State University of New York and an M.A. in organizational management from the University of Phoenix.
Michael V. Griffin PE's Bio
Michael Griffin is Hill’s Regional President, Americas, overseeing Hill’s Northeast, Mid-Atlantic, Southeast, Southern, Western and Latin America and Caribbean Regions.
Mr. Griffin, formerly the company’s Senior Vice President & Regional Manager for the U.S. Mid-Atlantic Region, started his career with Hill International in 1981 and most recently led Hill’s project consulting services for the Mid-Atlantic Region of the United States. Grffin has more than 40 years of construction industry experience and has managed or overseen the delivery of a wide variety of technically complex facilities and projects. He has proven expertise in the planning, design and construction of major building, transportation and heavy civil construction projects, including work for the Pennsylvania Department of Transportation (PennDOT), the New Jersey Turnpike Authority, the City of Philadelphia, the Delaware River Joint Toll Bridge Commission, New Jersey Transit, Puerto Rico Highway and Transportation Authority, Federal Transit Administration, as well as various Pennsylvania, New Jersey and New York building and school construction agencies. He holds a B.C.E. and an M.C.E. in Civil Engineering from Villanova University, and earned a M.B.A. in Finance from LaSalle University. Robert A. Ferguson CCPM, LEED AP's Bio
Robert A. Ferguson, CCPM, LEED AP, is Senior Vice President and Southern Regional Manager with Hill International's Project Management Group located in Hill's Houston, Texas office. Mr. Ferguson has nearly 20 years of experience in project management.
Mr. Ferguson’s experience includes job site troubleshooting, management of superintendents and field personnel, purchasing, subcontract and vendor bidding and negotiation, negotiation of change orders and final payment reconciliation, processing submittals, requests for proposals, requests for information and processing of pay applications and invoices. He also has an extensive background in pre-construction services, including estimating, value engineering, purchasing and development of schedules.
Prior to starting his career in the design and construction industry, Mr. Ferguson served as an Operations Specialist Second Class Petty Officer in the United States Navy.
Mr. Ferguson earned a B.S. in Business Management from the University of Phoenix and he is a Leadership in Energy and Environmental Design (LEED) Accredited Professional.
Shayn Spingler's Bio
Shayn Spingler is Senior Vice President Global Information Technology, reporting to Executive Vice President and Chief Administration Officer William Dengler, Jr. She will be responsible for the Company’s information technology needs throughout the firm’s more than 50 offices in 25 countries.
Ms. Spingler has more than 25 years of experience, including the last four with Hill International during which time she was Vice President of Management and Technical Services and Director of Systems and Development. She is responsible for leading the strategy to improve efficiency and technology advancements for the firm’s software product solutions and network and server architecture. She also oversees a multi-million dollar Global IT Budget, including vendor management and contract negotiations. Additionally, Ms. Spingler is responsible for all cyber-security measures, as well as IT compliance in Privacy Shield and GDPR.
Her previous experience includes serving as Manager, IT Applications for TRAC Intermodal, after spending more than 11 years at AAA Mid-Atlantic where she progressed from Developer to Manager of Applications and Development to Director of Applications and Development.
She earned her Bachelor’s Degree in Computer Science/Business from Kutztown University.
Todd Weintraub's Bio
Mr. Todd Weintraub is Hill International, Inc.'s Senior Vice President and Chief Financial Officer. Mr. Weintraub has nearly 30 years of experience, including serving as CFO, Corporate Controller, Director of Accounting and Accounting Manager for six publicly traded companies. In addition, Mr. Weintraub has served on the Board of Directors for multiple companies, including International Matex Tank Terminals, Atlantic Aviation, Macquarie Renewable Energy Holdings, Hawaii Gas, and Parking Company of America, where he was Chair. As CFO, Mr. Weintraub has been a key contributor whose companies have produced above market shareholder returns. He has a proven track record of implementing effective financial controls and operational improvements, deploying growth capital, executing mergers and acquisitions, managing a portfolio of operating businesses, optimizing capital structure and performing capital markets activities and investor relations. Mr. Weintraub graduated Magna Cum Laude from Siena College in 1990.
William H. Dengler Jr.'s Bio
William H. Dengler Jr. is Executive Vice President and Chief Administration Officer, reporting to the Chairman and Chief Executive Officer on a broad range of legal and business issues. His responsibilities include contract review and negotiation, litigation management, mergers and acquisitions, insurance and risk management regulatory compliance, and corporate administration oversight.
Prior to joining Hill, Mr. Dengler was Assistant Counsel to former New Jersey Governor Christine Todd Whitman and former Acting Governor Donald DiFrancesco. Mr. Dengler was responsible for advising the governor on policy and legal issues affecting state transportation, environmental, gaming and other authorities, commissions and public corporations. Mr. Dengler also reviewed operating and capital budgets and provided direction regarding personnel decisions of the state authorities and public corporations, including labor relations and collective bargaining issues related to various public employee unions.
As Associate Attorney at Pennington & Thompson, P.C., Mr. Dengler handled complex, multi-party civil litigation matters, with an emphasis on the defense of professional liability claims against engineers, architects and other design professionals and defense of product liability claims.
Mr. Dengler earned a B.A. in Political Science from Western Maryland College and a J.D. from Rutgers University School of Law at Camden. He is licensed to practice law in New Jersey, as well as before the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court.
Operations
Dominick J. Fickeria's Bio
Dominick J. Fickeria is Senior Vice President and Northeast Regional Manager, with operational responsibilities in New York, Massachusetts, Connecticut and New Jersey. His 35 years of experience spans the entire construction industry. Early in his career he held positions as a scheduling engineer and cost estimator. He then moved into the general contracting field where he spent 10 years working as a project manager on numerous at-risk projects. He was a Vice President at URS Corporation and served as the Director of Construction Management . In this role, he was responsible for the management of over 70 active CM projects with a staff of nearly 400 construction professionals.
In addition to his role with Hill, he is an adjunct faculty member at New York University Polytechnic, where he teaches graduate and undergraduate courses in construction management. He earned his A.A.S. in civil technology from Westchester Community College and his B.C.E. and M.C.E. in civil engineering from Manhattan College.
John K. Skoury, PE's Bio
John K. Skoury, PE, is Senior Vice President managing the operations of Hill’s Irvine, California, office and in charge of Hill’s Transit Practice in the Western Region. Mr. Skoury has over 25 years of experience in the construction industry with expertise in managing major highway and rail transportation programs across Southern California. Highlights of Mr. Skoury’s work include his leadership on multiple phases of the Metro Gold Line LRT project, Interstate 105 and LA Metro’s Red Line project. Mr. Skoury’s work on these programs and projects has involved planning, design, right-of-way acquisition and construction, as well as community involvement, agency coordination and mentoring and support for minority, women and disadvantaged business enterprises.
Prior to joining Hill, Mr. Skoury served as Director of Highway Infrastructure with STV Inc., before that he worked with EarthTech as Director of Transportation-Construction Management, and prior to that worked with Jacobs Engineering Group, Inc. as a Transportation Project Manager. Mr. Skoury began his career as an Assistant bridge Engineer with Caltrans.
He earned a B.S. in Civil Engineering from California State University at Long Beach and is a registered Professional Engineer in California, Arizona and Nevada.
Joseph Naughton, AIA, LEED AP's Bio
Joseph A. Naughton, AIA, LEED AP, is Senior Vice President and New England Regional Manager with the company’s Project Management Group. Mr. Naughton has more than 25 years of experience in construction and architectural design with expertise in project and construction management, architecture, urban and regional planning as well as contract administration. His projects have included high-rise towers, urban renewal, mixed-use developments, residential and commercial buildings, educational and healthcare facilities, hotels, laboratories and medical research facilities, community centers, parking garages and renewable energy.
Mr. Naughton earned his B.S. in architecture from the University Of Notre Dame and his M.Arch. in urban design from Harvard University. He is a registered architect in Massachusetts and a LEED Accredited Professional.

J. Charles Levergood's Bio
J. Charles Levergood is Senior Vice President of Business Development Americas. He has 33 years of experience in the engineering and construction industry. Prior to joining Hill, he worked for 13 years at Jacobs Engineering Group in a variety of positions, most recently as Vice President of Mega Sales and Global Strategy for Jacobs’ Global Buildings and Infrastructure group. Before that, he was a Vice President with Parsons Brinckerhoff and earlier was Director of Marketing with HNTB. Levergood is a former member of the Boards of Directors of the Construction Management Association of America, the Society of Marketing Professional Services and the ACE Mentor Program.
He earned his B.S.C.E. in civil engineering from Bucknell University and his M.S.C.E. in civil engineering from Purdue University.
