Semper Tek, Inc.

Jason Brinkmoeller serves as our Senior Vice President; he is in charge of all aspects of the execution of construction for Semper Tek Inc. He works closely with our President, Mr. Scott Matheny, to be involved and understand all aspects of the business.  Jason has 12 years of experience in the industry and joined Semper Tek in 2012. Jason has a BS in Civil Engineering from The Virginia Military Institute. After graduating, he served in the U.S. Air Force as a Civil Engineering officer. After serving his country honorably, he entered the private sector where he has almost entirely worked in the Federal Construction Market. He holds the Certified Healthcare Construction designation from the American Hospital Association. Like Mr. Matheny, Jason also has a service disability rating from the Department of Veterans Affairs.

Santiago Iturralde serves as the Southeast Division Vice President for Semper Tek, Inc. He leads the Valdosta, GA office which coordinates projects in the South Georgia and North Florida region. Additionally, he utilizes his extensive design background to support Semper Tek’s design-build project delivery method. He also oversees the marketing efforts utilized by the Business Development staff. He joined the Semper Tek team in 2017.

Mr. Iturralde brings over 20 years of significant contribution to the A/E/C industry and significant experience working in the Federal Construction marketplace. Mr. Iturralde holds a Bachelor in Architecture from Southern Polytechnic State University (now Kennesaw State University). He is a 30-years resident of Valdosta, GA.

Scott Matheny is a Service Disabled Marine Corps Veteran and the Founder and President of Semper Tek, Inc. He leads the Executive Management Team, which is responsible for the long-term strategy and corporate planning of the business. His responsibilities include the overall direction of strategies and goals; interfacing with architects, subcontractors and owners; negotiating contracts with clients and strategic partners; and the evaluation of the financial performance of the company. He has more than 25 years of experience providing project management, cost estimating, management and direct supervision of multi-million dollar projects for clients including the Army Corps of Engineers, Department of Defense, General Services Administration, USDA Forest Service and Veteran’s Administration. Scott holds a BS in Construction Management from Eastern Kentucky University.

Van Jenkins serves as Vice President; he is responsible for overseeing all estimating, scheduling, and Quality Control programs within our firm. Specifically, he is responsible for evaluating bid specifications and drawings, ensuring that our firm has the intimate knowledge required to successfully bid and win projects, and aggressively follows-up with subcontractors and suppliers to ensure that bids are received on time and in compliance with the bid documents. He joined the Semper Tek team in 2014.

In addition, Van works closely with assigned Project Managers to follow-up and analyze budgets throughout the contract performance period. Van has 27 years experience in the Federal construction industry as a Senior Project Manager, Estimator, Site Superintendent to include Safety Officer and Quality Control. Van has directly worked on Projects from Hawaii to Cape Cod for clients including USACE, Veterans Administration, U.S. Fish and Wildlife, U.S. Parks Service, US Army, NAVFAC, and USDOE. Van grew up in Lexington and attended the University of Kentucky.

Joe Eisenhauer serves as the Pre-Construction Manager and Estimating Assistant. He is involved in every aspect of our Pre-Construction process for all projects. Joe has worked in the construction industry for approximately 10 years. He has a BS in Construction Management from Eastern Kentucky University and an AAS in Architectural Technology from Bluegrass Community and Technical College. Joe joined the Semper Tek team in 2014.

Bill Daugherty serves as a Project Manager in our SE Division office, located in Valdosta, GA. He will work closely with Santiago Iturralde, SE Division Vice President, on all projects in the South Georgia and North Florida region. He has more than 12 years of experience in federal, commercial, and institutional construction. Bill holds a bachelors degree in Electrical Engineering from Georgia Institute of Technology. Bill joined the Semper Tek team in 2017.

Chad is a Project Manager and additionally he manages the Semper Tek, Inc. Maintenance Division, which holds facilities maintenance and janitorial contracts for the Army Reserve Centers in Kentucky and the 81st RSC Region E Facilities in Alabama/Florida. Chad has been with Semper Tek since 2014. Prior to this role, Chad enjoyed a 20+ year career as a Police Officer in Central Kentucky.

Scott Wharton serves as Project Manager and Corporate Quality Control Officer; he is in charge of all aspects of the execution of construction for each individual project that he is assigned to by Senior Management from the Pre-Con meeting to the final close out documents for each project. As Corporate Quality Control Officer he is in charge of customer satisfaction and Quality Control managers for all Semper Tek projects. Scott has 24 years of experience in the industry and has been with Semper Tek since 2009. Scott has a BS in Construction Technology and a minor in Business Management from Eastern Kentucky University.

Tara Brinkmoeller serves as the Business Development Manager. In that role she is responsible for establishing relationships with new subcontractors, sustaining relationships with current subcontractors, maintaining and enhancing relationships with current and past clients, assisting with the development of proposals, and strategically marketing the firm. Tara has more than 10 years of experience in marketing and management, primarily in the Building Industry Association arena. She holds a BA in Strategic Communications and a Master Degree in Education from the University of Kentucky.

Emily Jenkins serves as our Corporate Business Manager. She is responsible for overseeing and managing the work of clerical and accounting staff. She manages and facilitates the administrative functions of the company, including Compliance, Accounts Payable, Accounts Receivable, Human Resources, Bookkeeping, and Payroll. Emily holds a BS in Business Administration with a marketing and management focus, graduating Cum Laude. She has 10 years of experience in business administration and has been part of the Semper Tek team since 2013.

Mr. Merritt primarily serves as a Quality Control Site Manager and Site Safety Health Officer. He is also qualified to serve as a Superintendent for Semper Tek, Inc. Mr. Merritt works out of our SE Division office, located in Valdosta, GA. He serves on projects in Georgia and Florida. Mr. Merritt joined the Semper Tek team in 2016.

He has over 35 years of experience of OSHA Industrial and Construction specific safety, having served both in safety and production management roles during his career. He has many years of site safety experience specific to USACE projects of varying size and complexity.
Mr. Merritt is a Honorably Discharged Veteran of the United States Navy.

Jeffrey Means serves as Superintendent, Quality Control Manager, Site Safety and Health Officer for projects primarily in the state of Ohio and the northern region of the U.S. for Semper Tek, Inc. He has several OSHA certifications, as well as a certificate from the U.S. Army Corps of Engineers for Construction Quality Control Management.  He has more than 30 years experience in the construction industry and joined the Semper Tek, Inc. team in 2016.
