Peggy Noonan has been a developer, designer and general contractor for 28 years. Raised in New York City, she graduated from Arizona State University in 1970. Falling in love with the desert, space and sky, she moved to Tucson. In 1977 she returned to New York City and attended Parsons School of Design. While in school she started an Interior Design Company. At the time, she was designing for a developer and at that time, decided to become her own developer and purchased properties and buildings. With a sense of place and design, she restored and built old town homes that created apartments, all the while maintaining the original details. Additionally, she rebuilt and converted warehouses into loft apartments.
The partners have built projects ranging from basic commercial tenant improvements to high-end restaurants, retail buildings, office buildings and residential developments in the Phoenix, Scottsdale and Tucson areas, as well as throughout the State of Arizona. Reliance entered the loft building market in Phoenix due to Peggy’s previous understanding of development, design and building for urban environments. Vince managed the Fillmore Lofts on 2nd A venue and Fillmore, which was on the cover of”Phoenix Home & Garden” and won the Diemer Award from Downtown Phoenix for the best historic restoration. Vince also completed the Stadium Lofts on 2nd Street and Buchanan in Phoenix. That project consisted of 54,000 square feet of ground-up loft apartments that resembled an old warehouse.
