FSL Associates

Frederick Lebow is the President of FSL Associates, Inc. He began his career working in mechanical and electrical engineering, design engineering, construction, and real estate management. His experiences working across each discipline helped him found FSL in 1983, as an environmental engineering firm that could help developers and lenders bring their projects into compliance quickly, easily, and at minimal cost.

Mr. Lebow received his Bachelor of Science in Electrical and Mechanical Engineering from the University of Massachusetts at Dartmouth. He studied at Northeastern University’s Environmental and Regulatory Management Program and has been awarded multiple Certificates of Professional Achievement.

Ronald Tiberi has served as Project Manager, Project Engineer, and Construction Manager at FSL for nearly two decades. He works on various construction and design projects, and regularly oversees inspections for banks, fiduciaries, and insurance companies. His research on groundwater and soil remediation has been published and presented at conferences worldwide. He holds a Bachelor of Science in Civil Engineering from Northeastern University.

Andrew Pieroni joined the FSL team in 2014 as a Project Manager. His experience includes conducting Environmental Site Assessments for real estate transactions, interpreting local laws and regulations including Massachusetts General Law (MGL) Ch. 21E and ASTM Phase I Site Assessment standards, performing geotechnical and environmental subsurface investigations, inspecting hazardous waste collection and shipping programs based on EPA and DOT shipping/disposal regulations. Andrew is a Certified Massachusetts Title 5 System Inspector, a certified NH Joint Board Licensure EIT/FE, and a certified OSHA’s The Hazardous Waste Operations and Emergency Response (HAZWOPER) Standard engineer.

Mr. Pieroni received his Master of Civil Engineering from Norwich University and his Bachelor of Science in Civil Engineering from University of New Hampshire.

Bruce Hoskins has more than 30 years of experience as an environmental engineer, specializing in regulatory compliance, risk assessment, hazardous waste management, and remedial technology. He has performed environmental investigations on hundreds of commercial, industrial, and government sites, and has served as a Massachusetts Licensed Site Professional (LSP) since the program’s inception in 1993. Mr. Hoskins is experienced in community relations for sites with active public involvement. He earned a double Bachelor of Science in Chemistry and Chemical Engineering from the University of Delaware.

Amy Le joined FSL as an Accounting Manager. She expertly manages project budgets to ensure everything happens quickly, efficiently, and at the lowest possible cost to our clients. Ms. Le received her Bachelor of Science in Management Information Systems and Accounting from the University of Massachusetts at Boston.

Joseph Kennedy joined the FSL team in 2020 as an Environmental Scientist. His experience includes Geotechnical Drilling, ASTM Phase I Assessments, Environmental Subsurface Investigation, as well as performing Asbestos Inspections, Construction Air Quality Inspections and Mold & Indoor Air Quality Assessments. Additionally, Mr. Kennedy is a Commonwealth of Massachusetts Licensed Asbestos Inspector and holds an OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.
Mr. Kennedy received his Bachelor of Science in Geology & Geological Oceanography from the University of Rhode Island in 2016.

Mr. Kenneth Nugent joined the FSL team in 2018 as a senior Field Engineer. With more than 25 years of environmental professional experience, his work includes field operations at remedial engineering sites in New England, preparation of work plans, management of contract labor and management of on-site subcontractors.

Mr. Nugent also performs ASTM Phase I and II Environment Site Assessments, coordinates and directs all environmental projects, and manages Hazadous waste transporters and cleaup contractors.
