Mr. Merrill has over 15 years of experience and has designed, planned and performed traffic operations analysis for numerous studies and final design projects, involving modes ranging from vehicular, transit, bicycle, pedestrian, and goods movement. Mr. Merrill is responsible for providing traffic expertise on volume projections and simulations, level of service analysis, traffic signal design, signing, striping, as well as maintenance of traffic plans. His civil design experience includes roadway alignments, right of way investigation, and construction staging. His research into pedestrian crossing behavior and VISSIM modeling approach has been used by agencies to enact mid-block crossing policies. His civil roadway and traffic engineering project experience spans over six states, and has applied this knowledge to assist agencies with program management and project funding. He has been an essential asset on both small and large projects, from concept through construction.
