Brian Parr's Bio
As Director of Construction, Brian Parr leads and oversees Fairway Construction’s project managers and project coordinators. Brian joined FWC in June of 2012 as a senior project manager and was promoted to his current role in 2019. With more than 15 years of previous experience in the construction industry, Brian brings a wealth of knowledge in architectural design, land development and contract administration to the FWC team and is a licensed General Contractor within the state of Georgia.
Before joining FWC, Brian held design and management positions with a general contractor in the St. Louis region specializing in single and multi-family residential developments. He is a graduate of the University of Missouri – Columbia with a Bachelor of Science degree in Environmental Design. He currently resides in Columbia, Missouri and is an active member within the Knights of Columbus council. Outside of work, Brian enjoys live music, architecture, watching the St. Louis Cardinals and all things Mizzou.
Jeffery E. Smith's Bio
Jeffrey E. Smith, a fifth generation Boone County resident, is the Founder and CEO of JES Holdings, LLC. JES Holdings includes Affordable Equity Partners, Inc., JES Dev Co, Inc., Fairway Construction Co., Inc., Fairway Management, Inc., Capital Health Management, Inc. and JES Prime Senior Living, LLC. With offices in Columbia and St. Louis, Missouri along with Atlanta, Georgia, this family of companies is dedicated to building quality, affordable and conventional housing across the United States.
With over 30 years of experience in the real estate and housing industries, Mr. Smith has been active with the Low Income Housing Tax Credit (LIHTC) program since the creation of the Tax Reform Act of 1986. He was instrumental in drafting the legislation for the state tax credit in Missouri in 1990, Georgia in 2000 and Oklahoma in 2014. A recognized leader in the affordable housing industry, Mr. Smith received the first Governor’s Award for Excellence in Elderly Housing in Missouri.
Mr. Smith is a veteran who served as a US Army Captain and in the Army Reserves. He contributes to numerous charitable, civic and educational organizations including: The Missouri Review Smith Prize for Fiction, Non-Fiction and Poetry, Boys and Girls Club of Columbia, Heart of Missouri United Way, The Food Bank for Central and Northeast Missouri, Arrow Rock Lyceum Theatre and The State Historical Society of Missouri where he serves as a trustee.
The Jeffrey E. Smith Institute of Real Estate & Capital Markets was founded in 2005 and operates within The University of Missouri’s Robert J. Trulaske, Sr. School of Business. Mr. Smith is a member of the College of Business’ Strategic Development Board, The Herbert J. Davenport Society and recipient of the University’s Distinguished Alumni Award.
John Basco's Bio
As Director of Field Operations, John Basco leads and oversees Fairway Construction’s superintendents and project engineers. John joined Fairway Construction in 2017 as a general superintendent and was promoted to his current role in 2019.
Prior to joining the Fairway Construction team, John gained over 22 years of construction management experience. He worked for eight years as a superintendent for Morrow Construction Company, completing five properties consisting of 178 to 320 units each and renovating six fire and water damaged apartment homes. Before joining Morrow Construction Company, John worked as a construction manager for the State of Florida Department of Corrections, managing the completion of a 60,000 square foot inmate housing facility.
John has worked in all levels of construction, from being a laborer to a superintendent and construction manager, and is GSWCC level 1A certified. He attended the University of Georgia for Business Management and received his Home Inspectors Certification from Thompson University.
Tim Stanley's Bio
Tim Stanley joined the Fairway Construction team as a project manager in 2018 and was promoted to Vice President of Operations in 2019. In this role, he focuses on the general operations and personnel management of Fairway Construction.
Tim graduated from the University of Florida’s Building Construction Program and is a licensed general contractor in the state of Florida. Tim brings almost 20 years of previous experience in the construction industry to his role with Fairway Construction. Tim has also owned and operated his personal construction business since 2004. In his work, Tim prioritizes developing strong and long-lasting relationships with clients and completing quality projects on time and in budget.
Walker Smith's Bio
As President of JES Holdings, LLC, Walker Smith focuses on the strategy and day to day operations of the company.
Walker began his career in real estate as the founder and CEO of JWS Developments, LLC, where he purchased, renovated, marketed, and rented residential real estate. He broadened his experience at The Kroenke Group, a leading U.S. owner and developer of shopping centers and apartments, and at Planigrupo, the largest developer and manager of shopping malls throughout Mexico and Colombia. Prior to joining JES Holdings, Walker worked for Rialto Capital Management, a real estate investment management company in New York City, where he financed commercial real estate through CMBS lending and securitization. He brings these experiences and expertise to his role as President of JES Holdings, LLC.
Walker graduated Summa Cum Laude with a Bachelor of Science in Business Administration from Babson College. Concentrating in Finance, he was the recipient of The Wallace P. Mors Award which is awarded to the top finance student in the institution.
In addition to volunteering with The United Way, he honors his family’s commitment to providing educational opportunities in real estate and finance to students through the Jeffrey E. Smith Institute of Real Estate & Capital Markets. Founded in 2005, the institute operates within the Robert J. Trulaske, Senior College of Business at the University of Missouri.
Will Markel's Bio
For over 10 years, Will Markel has held many roles within the family of companies affiliated with JES Holdings, LLC. Today his role provides the financial oversight of Affordable Equity Partners, Fairway Management, Fairway Construction, Capital Health Management and JES Prime Senior Living underneath JES Holdings, LLC.
With over a dozen director-level leaders reporting to him, he is responsible for business development, legislative oversight, market evaluation and financial planning. Will has created relationships in several states around the country with investors and development partners in the real estate industry.
Will is involved in his local community through the United Way Leadership Circle and as a member of the Herbert J. Davenport Society at The University Of Missouri.
Operations
Devin Brown's Bio
Devin Brown joined the FWC team in 2002. In his position, he works closely with development and management companies, as well as architects and engineers, to ensure all expectations on construction projects are completed.
Devin is a graduate of the University of Missouri with a BS in Animal Science. Some of his accomplishments include contributing his experience to the Architect Selection Committee for the new Ronald McDonald House while under construction in Columbia, Missouri.
Outside of work, Devin enjoys spending time with his family, working on the family farm and hunting. He and his family are members of the American Quarter Horse Association, National Reining Horse Association and the American Ranch Horse Association.
Eric Cole's Bio
Eric Cole brings over 13 years of site and general superintendent experience to the Fairway Construction team. As a Project Manager, Eric maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
Eric previously worked as a Site Superintendent for Vista Realty Partners and The Providence Group where he managed projects involving single and multi-family homes. Eric has had project management experience in both commercial and residential developments.
Eric studied commercial and residential electricity and received his Certificate of Completion in Electrical Fields from Boulder Technical Institute.
Justin Carlton's Bio
Justin Carlton joined the Fairway Construction team as a Project Manager in October 2018 with over 15 years of commercial construction experience.
Justin is a graduate of Auburn University with a Bachelor of Science in Building Construction. He has established his career in Atlanta, Georgia by building high-rise construction in downtown Atlanta for the first two years of his career, and then working in multi-family construction the next 13 years with projects ranging all over the southeast.
As a Project Manager, Justin has been awarded the 2013 EarthCraft MultiFamily Project of the Year (First Platinum Level ever awarded) and the 2015 EarthCraft Light Commercial Project of the Year, collaborating with developers and architects from all over the country. Justin has a proven track record of completing projects on time and on budget.
Steve Hickey's Bio
Steve Hickey holds an accounting degree from the University of Alabama and a Masters in Accounting from the University of Georgia. Steve began his career with the largest international public accounting firm in Atlanta, Georgia. During his time in public accounting, he served commercial developers, REITs, homebuilders and multifamily developers. As a manager, Steve joined KPMG and served an affordable housing builder and a large integrated multi-disciplinary developer. He also worked extensively on audit and corporate governance.
Steve has worked in residential building, development and multi-family services for over 13 years and joined Fairway Construction in 2015. As the Director of Operations and Accounting, he is responsible for budgeting, operations and the financial results for each of the FWC projects.
Outside of work, Steve enjoys time with his wife, Cheney, and his two daughters. His hobbies include hunting, camping, tennis, basketball and coaching youth sports. He is active with his church through service, fundraising and mission work.
Steve is a member of the American Institute of Certified Public Accountants and the Georgia Society of CPAs.
Tom Partin's Bio
Tom Partin brings over 13 years of experience to the Fairway Construction team spending more than 7 of those years in mid-level executive and project management.
Prior to joining Fairway Construction, Tom worked for two separate Fortune 500 publicly traded homebuilders and gained experience in contract negotiation, operations management, budgeting, planning and scheduling.
Tom attended Austin College where he studied Business Administration and attended the University of North Texas where he studied public affairs and economics. He is a National Association of Homebuilders Certified Graduate Builder, a Certified Texas Residential Building Contractor, Karass Certified Negotiator and has obtained the Dale Carnegie Management Mastery.

Chuck Lancaster, Jr.'s Bio
Chuck Lancaster has over 28 years of construction experience. As a Superintendent, Chuck maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
For the first 11 years of his career, Chuck was a Plumbing Superintendent for commercial and multi-family projects. Chuck transitioned to construction as a Superintendent for Morrow Construction, where he supervised multi-family projects ranging from 250 to 400 units with budgets of up to $27 million. Prior to joining Fairway Construction, Chuck returned to commercial and industrial plumbing.
Chuck graduated from DeKalb Community College in 1988 and holds a current Class II Master Plumbing License (Non-Restricted).
Freddie Garza's Bio
Freddie Garza has over 19 years of construction experience. As a Superintendent, Freddie maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
Freddie began his career as a Superintendent for Wilshire Homes where he managed more than 25 projects at any given time. He also served as a Business Unit Leader with Wilshire Homes, producing 40% of all Austin division sales through the management of over $8 million projects. Freddie was a Sales Production Manager at Grandeur Cellars and City Electrical Supply. Prior to joining the Fairway Construction team, supervised the construction of custom, energy efficient homes for J Kirsten Homes in Austin, Texas.
Freddie graduated from US Army Financial Management School in Fort Jackson, South Carolina and completed the Leadership Skills for Managers Certificate Program.
Glenn Cherveny's Bio
Glenn Cherveny has over 13 years of construction experience. As a Superintendent, Glenn maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies the construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
Glenn began his career as a Construction Manager for Highland Construction, where he was promoted twice in his first year and continually completed projects under budget and ahead of schedule. In 2009, Glenn oversaw an 8% reduction in utility expenses as the Operations Direction for The Simon Property Group. As Lead Engineer of Post Properties, Glenn was responsible for leadership of maintenance and property operations teams and received High Achiever on both reviews. Prior to joining Fairway Construction, he led projects ahead of schedule with The NRP Group.
Glenn has degrees in Computer Sciences from Grossmont College in San Diego, California and Theology from Liberty University in Lynchburg, Virginia. He is EPA and CCIS Certified and proficient in TAS / ADA. Glenn has been a volunteer for the Habitat for Humanity since 2006.
Randy Yamarino's Bio
Randy Yamarino has over 19 years of construction experience. As a Superintendent, Randy maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
Randy began his career as a Superintendent with a series of commercial and residential projects in the Michigan area. In 2007, he joined Trammel Crow Residential where he supervised the completion of multi-million dollar apartment and condominium projects. Randy spent two years with Allsouth Renovations completing projects for the University of Michigan and the University of North Carolina. Prior to joining Fairway Construction, Randy completed a retail and multi-family mixed project in Grapevine, Texas with Rampart Construction.
Randy has completed an Occupational Safety and Health Training Course in Construction Safety and Health and has an OSHA Certificate #001699602. In 2013, he received his Georgia Soil and Water Conservation Commission Blue Card, Level 1A Certification.
Rusty Waibel's Bio
Over his 42-year career in construction, Rusty has held numerous management and leadership positions. Rusty joined the Fairway Construction Team in 2005 as a Project Superintendent. As a Superintendent, Rusty maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
He began his career in Columbia, Missouri building homes and apartments. From there he moved to St. Louis where he became a union carpenter and built custom homes. He started his own construction company in 1984, building custom homes, restoring historical homes and doing some commercial work. Rusty then moved on to work with PCI in Kansas City as a General Foreman and Assistant Superintendent on projects throughout Missouri.
Rusty enjoys the variety of projects he has the opportunity to work on with Fairway Construction.
Tom Whritenour's Bio
Tom Whritenour has over 21 years of construction experience. As a Superintendent, Tom maintains the construction schedule, project budget and site supervision for projects throughout the Fairway Construction portfolio. He verifies construction and installation process for quality control, ensures all government regulations are met and guarantees the safety of site.
In 1988, Tom managed hiring and project scheduling as the Vice President of W.B.C. Inc. in Marietta, Georgia. For three years he served as the Assistant General Manager and Vice President of Operations for Lock Construction in Kennesaw, Georgia. Prior to joining Fairway Construction, Tom served as the Finish Supervisor for IBG Construction Services, where he closed the construction of multi-family projects.
Tom has a working knowledge of Uniform Federal Accessibility Standards and ensures all project meet such requirements. He has advanced experience of EarthCraft and LEED requirements.
