Tony began his career as a drywall hanger in 1972 and became a partner in a local drywall firm in 1987. After 30+ years in the Drywall Industry, Tony founded Ocean Construction Services, Inc. in 2004 in order to offer a wider array of construction services to the Hampton Roads area. His leadership continues to drive the OCS team and his knowledge of the trade is clear as employees know he has worked his way up from the bottom and can figuratively put himself back in their position when necessary.

With over 20 years of experience in the construction industry, Emery specializes in federal and commercial Design-Build and Design-Bid-Build Construction, Value Engineering, Sole Source Negotiations, and Competitive Bidding. He is responsible for the company’s profitability and cash flow, strategic direction, corporate resources and personnel performance, preliminary budgets, preconstruction schedules, procurement plans, subcontractor prequalifications, defining scopes, proposal evaluations, detailed estimating and evaluation of alternatives, and oversight of project management. Throughout design and/or preconstruction, Emery coordinates and leads team meetings to ensure all known potential risks have been identified and that are ready to mitigate impacts. His expert planning bridges the gap between preconstruction and construction management by engaging and leading the most ideal team early in the process to ensure smooth transitions and efficient mobilization.

Working his way through Old Dominion University as a laborer and carpenter’s helper, Thor earned a B.S. in Civil Engineering Technology and has over 40 years’ experience in the construction industry, with 14 at Ocean Construction Services, Inc, as a supervisor and tradesman. Now Vice President and Contracts Manager, he manages the delivery of successful federal, commercial, and residential construction projects for the firm. His experience with all aspects of facilities construction includes office, warehouse, retail, assembly, food service, educational, institutional, and industrial uses. Thor Elmore has an established reputation and is well known and respected by owners, architects, and subcontractors.

Having 40 years of experience as an estimator and project manager in the construction industry, Darrell Saunders generates and manages comprehensive cost proposals in various federal and commercial markets. In each estimate, Darrell analyzes the solicitation/project, designates cohesive project coverage, and ensures all project partners in the estimate understand the full scope of the project requirements, as well as expectations of the client team. He specializes in DoD MACC, JOC, and IDIQ estimates for Ocean Construction and our Joint-Venture teams and has a high level of understanding of Federal Acquisition Regulations and D/B & D/B/B processes for various federal contract vehicles.

Greg has nearly 20 years of experience in the construction industry as an owner and project manager. He has provided project management on a great variety of projects ranging from $1M to $56M, including company management, estimating, sole-source negotiated contracts, hard-bidding, design-build, design-bid-build, project management, and quality control management of federal, commercial, and residential construction projects that were delivered on time, within/under budget. Greg has proven through repeated past performance that he is capable of punctual delivery while maintaining a safe and organized job site.

With more than 12 years of experience in the construction industry as an owner and tradesman, Kenny is a results-oriented, driven Project Manager/Estimator with a keen understanding of the dynamic between preconstruction and project execution. He facilitates the overall success of project teams by ensuring delivery of all project goals. Kenny directs and aids Ocean’s field personnel and subcontractors within projects and makes necessary construction management changes at the project level.

Lyndsey joined the Ocean Construction team as Office Manager in December of 2017. In addition to her office management and reception responsibilities, she also handles Marketing and Social Media for the company. Lyndsey is a certified Social Media Strategist and comes from a creative background, where she worked in the Radio and Audio/Video Production industries for over 15 years. With this knowledge, Lyndsey also creates graphics for bids and all other marketing materials.

A graduate of the University of Virginia with a B.S. in Civil Engineering, Rachel’s 10+ years of experience in the construction industry has given her a proven ability to lead projects in diverse environments. She manages projects from initial award through contract completion, ensuring that tasks are completed within time and budgetary constraints. She has performed estimating, design-build, design-bid-build, and project management for federal and commercial construction projects ranging from $1M to $20M that include interior fit-outs, partial and full renovations, occupied renovations, new construction, and several healthcare projects in operating facilities. Rachel focuses on strategic management, project profitability, overall quality control, and safety.

Troy Dover is a well versed construction professional with over 10 years of experience in Commercial and Federal Contracting. His in-depth knowledge and past experience within the Emergency Response and Restoration Construction sector makes him a vital asset to Ocean Construction, thriving in both complex and aggressive schedules.
