Arlene Callahan's Bio
Ms. Callahan joined N & W in 2007 as Chief Financial Officer; and in 2010 was appointed the additional position of HR Director. She is responsible for preparing and analyzing budgets, financials and forecasts; as well as maintaining cash flow; and preparation, assistance and coordination of all audits/reviews/tax returns. Additionally, she is responsible for developing & implementing personnel policies and procedures for the firm; administration of all employee benefits and retirement products; as well as ensuring compliance with all federal and state legislation pertaining to personnel matters. She is a graduate of Mount Saint Mary’s College with an MBA concentrating in accounting. Arlene previously worked at YTI and the former Computer Learning Network. In 2012, she was awarded CFO of the Year for small/medium private company by the Central Penn Business Journal.
George E. Smith's Bio
Mr. Smith has more than 28 years of experience. He has a broad range of project management and engineering experience including expertise in structural design, geotechnical engineering, highway design, utility relocation, and PUC coordination and pavement design. Mr. Smith is also very knowledgeable in bridge inspection and hydraulics and hydrology design. His project experience includes both private and public work such as Port Authority Light Rail Transit System, Cabella’s Distribution Center, Bedford Springs Hotel and Resort Complex, PennDOT Districts 1-0, 9-0, 10-0, 11-0, and 12-0, The Pennsylvania Turnpike Commission, Allegheny County, The City of Pittsburgh, and The Sports and Exhibition Authority.

Mr. O’Connell offers 31 years of experience managing a wide range of engineering operations, specializing in environmental and municipal engineering with emphasis in business management, project management, design, and construction of a broad range of complex municipal and private development projects. He provides strong customer service, project quality control and innovative solutions for clients in the municipal and private sectors. Mr. O’Connell’s extensive experience working with municipalities, municipal authorities, and private entities provides innovative, but cost-effective and practical, solutions to a variety of engineering issues. Mr. O’Connell’s focus is in water and wastewater engineering, in addition to having performed on countless civil, site, utility and recreation facility projects.
Paul J. Navarro's Bio
Mr. Navarro, President and CEO, founded N&W in 1996 and oversees the overall strategic operations and development of the company to successfully serve the needs of our clients. He has over 32 years of experience in design and management of civil engineering projects, including streets/ roadways, water distribution and treatment facilities, wastewater collection and treatment facilities, and land development. Mr. Navarro is a professional engineer in the states of Pennsylvania, Maryland, Ohio, New York, Virginia, Delaware, New Jersey and Florida and has served as primary contact for numerous public, private and institutional clients. Mr. Navarro serves as a 2014-2017 Executive Director of the Land Development Coalition (LDC) of the American Council of Engineering Companies, is a member of the American Society of Civil Engineers (PA-Central Chapter), the Consulting Engineers Council, PennsylvaniaWater Environment Association, and is involved with numerous Latino-based community organizations.

Deborah D. Foust's Bio
Ms. Foust brings over 35 years of experience to Navarro & Wright which includes 13 years at N&W. Her responsibilities include developing client relationships for transportation services in Pennsylvania and throughout the Mid-Atlantic region. Ms. Foust oversees transportation projects as Senior Transportation Manager and assists as QA/QC Manager on transportation projects. She also focuses on the strategic processes of N&W’s Transportation Division to continue its high level of performance as the firm enters a new phase of growth. She has vast experience with composing proposals, management of multiple projects, developing QA/QC standards, and managing personnel, budgets, schedules and communications with clients. Her technical experience specialties include geotechnical engineering, geo-environmental studies, Phase I ESAs, geomorphological studies, drilling inspections and geological investigations throughout the Mid-Atlantic region, and administration of drilling contract. She is our primary drilling inspector trainer, having trained countless engineers, geologists, and other non-professional employees. Ms. Foust is a licensed Professional Geologist in Pennsylvania and Delaware.
Thomas J. Imholte's Bio
Mr. Imholte has 28 years of design and construction experience in the public and private sector markets and has been responsible for geotechnical engineering of numerous highways, bridges and other infrastructure projects. He has worked extensively in the transportation market and has significant experience with design-build projects. Mr. Imholte oversees and manages N&W’s Geotechnical Engineering team, serving our clients throughout the Mid-Atlantic region. Mr. Imholte received a Master of Science in Civil Engineering and Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology. He is a licensed Professional Engineer in Pennsylvania, New Jersey, New York, Illinois, West Virginia, and Indiana. He is a member of American Society of Highway Engineers (ASHE), American Society of Civil Engineers (ASCE), Geo-Institute, Central PA Engineers Week Council. Mr. Imholte was selected by the Central Pennsylvania Engineers Week Council to receive the “2015 Engineer of the Year Award.”
