Scope Of Work

Plans suggested a need for additional Rum River crossing capacity in northern Anoka County. This is the result of projected future capacity issues identified on existing river crossings at CSAH 22 and CSAH 24.

Bolton & Menk completed a study that focused on the Cities of St. Francis, Oak Grove, and Nowthen, with a broader consideration of the transportation system and larger region. A public and stakeholder involvement process helped identify issues and needs and a comprehensive analysis was conducted.

The results indicated future capacity could be accommodated on the existing river crossings. Following this finding, a process of identifying future capacity needs on the existing corridors and long-term access visions to achieve those needs was developed. This included solicitation of input from the public and stakeholders, and education on the long-term access vision purpose. The end result was unanimous support of study recommendations by all three cities and Anoka County.
