Nielsen Builders, Inc.

Mr. DeLucas earned a Bachelor of Science degree in Business Administration from Bridgewater College, Bridgewater, Virginia. He has been with Nielsen since 1988. As Chief Development Officer, Mr. DeLucas is responsible for the coordination of all pre-construction activities, including budget and initial GMPs, solicitation of all major subcontractors, coordination of all estimating activities, and establishing final GMPs. Also, Mr. DeLucas ensures seamless transition throughout the entire project, from precon to construction.
 

Mr. Morsch received his Bachelor of Business Administration degree in Accounting from Saint Bonaventure University, Saint Bonaventure, New York. He has worked for Nielsen since 1992. Mr. Morsch is responsible for all financial aspects of the corporation. He oversees all of the accounting functions for projects,  including a schedule of values, all billings, prompt payments to subcontractors and suppliers, appropriate insurance certificates and bonds, and any other financial requirements specific to the project.
 

Mr. Moomaw earned his Bachelor of Science degree in Engineering Technology from Oklahoma State University, Stillwater, Oklahoma. He has worked for Nielsen since 1992. His responsibilities include involvement with project budget development and value engineering analysis determining and managing resource allocation, analyzing self-performed work versus contracted services, establishing and monitoring workforce levels and construction schedules, and controlling costs to meet budget expectations.
 

Mr. Biller earned a Bachelor of Science degree in Mechanical Engineering Technology from Old Dominion University, Norfolk, Virginia. He has worked with Nielsen since 1989. Mr. Biller serves as head of all general contracting and construction management projects. He facilitates in planning, project management, value analysis, cost estimating, construction management, and contract administration for each project to have successful results. He oversees day-to-day program management, preconstruction, construction management, general contracting, design/build and consulting services.
 

Mr. Hylton earned a Bachelor of Science degree in Horticulture from Virginia Polytechnic Institute and State University, Blacksburg, Virginia. He has worked with Nielsen since 2002. Mr. Hylton serves as Director of Estimating reviewing potential project opportunities and overseeing bids and pricing proposals. He facilitates in pre-construction, budgeting, value management, cost estimating, proposal preparation, and subcontractor contract review. He maintains procurement data bases and keeps track of current market conditions.
 

Mr. Hull earned a Bachelor of Science in Sport Management degree from Lynchburg College, Lynchburg, Virginia. He has worked for Nielsen since 2006 as a Project Manager. Mr. Hull is responsible for the day-to- day coordination and scheduling of projects as well as controlling costs to meet budget expectations.

Ms. Hieber attended Eastern Mennonite University in Harrisonburg, VA and earned a BS in Management and Organizational Development.  She has worked with Nielsen since 1992.  Ms. Hieber serves as Director of Human Resources and manages all human resources functions including recruiting, employee benefits,  personnel management, compensation, employee development, and legal compliance.
 

Mr. Neff earned his Bachelor of Science degree in Building Construction from Virginia Polytechnic Institute and State University, Blacksburg, Virginia. He has been with Nieslen since 1974. As board member emeritus of Nielsen, Mr. Neff strategically leads this multi-faceted team of professionals in providing program management, preconstruction, construction management, general contracting, design/build, and consulting services.
 

Mr. Harrison received his Bachelor of Science in Civil Engineering from Virginia Tech and has completed several graduate level business courses at James Madison University. He has worked in construction since graduation from Virginia Tech in 1996 and for several years previously as summer employment. Mr. Harrison’s responsibilities include management oversight of both the Legacy Cabinets and TiltCon Divisions of Nielsen Builders as well as Project Management.

Mr. Miller attended the University of Maryland, College Park, Maryland; Catonsville Community College, Baltimore, Maryland; and Piedmont Virginia Community College, Charlottesville, Virginia, where he studied construction management. Mr. Miller has 28 years of construction experience, and has worked for Nielsen since 1988. His responsibilities include project budget development and value engineering analysis, determining and managing resource allocation, establishing and monitoring workforce levels and construction schedules, and controlling costs to meet budget expectations.
 

Ms. Rosen received her Bachelor of Business Administration degree in Accounting from James Madison University, Harrisonburg, Virginia. She has worked for Nielsen since 1996. As Controller, Ms. Rosen is responsible for contract billings, modifications to subcontractor and supplier contracts, and working with the Operations team to review costs to meet budget expectations. She also oversees the processing of all payables and is responsible for prompt payments to subcontractors and suppliers

Ms. Kuller has a Bachelor’s degree in Business Administration from the University of Mary Washington and a Master’s degree in Accounting from Liberty University. She is also a Certified Public Accountant (CPA) and Certified Construction Industry Financial Professional (CCIFP). She joined Nielsen in 2019 and is responsible for all financial aspects of the corporation. Although she grew up in the Shenandoah Valley, prior to working for Nielsen she lived in San Diego, CA where she held financial leadership positions in several large general and subcontractors.
