Greg managed the first JOC programs for the US Navy, the civilian
world, school districts, and cities, making him a pioneer in this
construction delivery method.
Greg began his career as a Navy Civil Engineer Corps officer where he
contributed to the Navy’s transition from traditional “low-bid”
construction procurement techniques to the “best value” alternatives
of design-build and job order contracting used today.
He has successfully integrated this JOC process into the Jamail &
Smith Construction plan and developed our company into one of the
leadingJOC contractors in Texas.
He is the past industry chairman for the Center for Job Order
Contracting Excellence (CJE).
He built and managed the company operational infrastructure to
support a 700% increase in annual revenues.
He established regional offices in six locations improving access
to client needs and increasing operational control.
Greg initiated a company-wide safety management program resulting in
97% staff OSHA certification and achieving a five year, no-incident
safety record.
One of the projects Greg is most proud of is theAustin Community
College Highland Building 4000. Jamail & Smith was asked to
renovate an entire wing of Highland Mall. There were tremendous
challenges that required teamwork between the architect, owner,
contractors, and city to get the building ready in time for fall
classes. The schedule was so tight that work had to be started prior
to receiving a permit. In the end, the deadline was met, and a quality
construction result was delivered.
Greg earned a Bachelor of Science in Petroleum Engineering from Texas
A&M University and received an MBA from the University of Houston.
Personal Highlights
What do “Quality Construction Results” mean to you?
I would describe quality construction results as a job well done.
When we take on our projects, we not only want to meet the scope, we
want to anticipate and recommend solutions our clients may not have
known that they needed. Our hope is to deliver a result that is than
what the client asked for.
Before working at J&S, what was the most unusual or interesting
job you’ve ever had?
The most interesting job I ever had was when I was an officer in
charge of the Civics Action Meeting in the Pacific. I was on a Cat
team, and I was able to handpick 13 construction guys in my battalion
to travel and build buildings for communities in Micronesia.
What career did you dream of having, when you were a child?
I wanted to be a Cowboy! I was attracted to the freedom of the cowboy
lifestyle. As a kid, I loved watching Gunsmoke and a show named
Lancer. In fact, I loved the show so much that I named my dog Lancer.
