Mr. Aguinaga has over twenty (20) years experience in road, highway and mass transit construction
management including major design-build projects in the Los Angeles area. His speciality of Jack & Bore construction comes with over twenty years experience working in Auger Boring, Utility
Locating, and field supervision. He is responsible for meeting with the design team to
perform inter-discipline reviews and arrange for all field services. He serves as a liaison
between the Owner, 3rd Party Agencies, Field, and Utility Companies, ensuring good
communication and correct placement of new facilities. Mr. Aguinaga has extensive QAQC
background, which also helps achieve effective utility placement per their approved design,
thus reducing costs and schedule constraints.

Mr. Aguinaga regularly interacts with the 3rd Party Agencies, Utilities, Schedulers,
Construction, and Design Team to achieve an optimum and fully integrated end product.
Furthermore, he implements a teamwork philosophy, and leads with an attitude of service.

Mr. Miller has twelve (12) years experience in road; highway; and mass transit 3rd Party Coordination including ten (10) years of coordination on major design-build projects throughout California. He is responsible for meeting with each utility company to identify the location and elevation of all utilities that are impacted by design and construction. He coordinates with various permitting agencies to ensure project compliance.  He serves as a liaison between the Owner, Design Builder, City Agencies, Permitting Agencies, and Utility Companies, ensuring good communication.  Through thorough planning and communication Mr. Miller achieves early utility, traffic, and permit approvals to reduce scope creep, thus reducing costs and schedule constraints. 

Mr. Miller regularly interacts with the Schedulers, Construction, and Design Team to achieve an optimum and fully integrated end product.  Furthermore, he implements a teamwork philosophy, and leads with an attitude of service. Mr. Miller regularly interfaces with the Project Managers, Construction Managers, Design Team, Owner Representatives, Caltrans, County/City Agencies, Utility Companies, Permitting Agencies, Third Party Coordinators, and Other Approving Agencies.

Mr. Lee has over eight years of experience in road; highway; and mass transit utility design
including major design-build projects throughout California. He is responsible for Utility
Composite and Utility Relocation Design for major design-build projects and for proposing
the most cost effective solutions. Mr. Lee also supports the Utility Design Team by
providing design support to the Water, Sewer, and Drainage disciplines to help meet the
design schedule and by providing integration review across the different utility disciplines.
Mr. Lee leads the design and production of accurate and cost effective utility relocation plans
by coordinating between agency, client and third parties. In addition, Mr. Lee is proficient in
the field during utility construction, acting as a liaison between agencies, utilities, and
construction management, solving utility related construction issues as needed by direct
coordination with the proper agencies through RFI implementation. Mr. Lee regularly
interacts with the utility companies, agencies, construction, and design team to achieve an
optimum and fully integrated end product.
