PhD holder in Water Resources Management and a lisenced Professional Engineer in the State of California. More than 25 years of civil engineering experience most in the construction and water management fields. In the last 15 years my experience was focused in Storm Water Management and Pollution Prevention. I assisted in developing State of California DOT policies for Storm Water Management and NPDES permits compliance, negotiated many related issues with the Regional Water Quality Control Board, Conducted hundreds of storm water inspections (weekly, pre, during and post rain), prepared numerous Storm Water Documents, prepared and reviewed numerous of Storm Water Pollution Prevention Plans (SWPPP), Water Pollution Control Programs (WPCP), Storm Water Management Plans (SWMP), Water Quality Management Plans (WQMP), Standard Urban Stormwater Mitigation Plans (SUSMP)...etc for different private and public sectors entities, conducting water sampling and analysis, preparing site specific monitoring plans, preparing Best Management Practices (BMP) evaluation reports in collaboration with San Diego State University and many other related professional activities. Elected by California DOT as an Expert Witness in the area of storm water management.
