Scope Of Work

With existing facilities in the transmission corridor between San Bernardino and Palm Springs at full capacity, Southern California Edison (SCE) has undertaken a major upgrade project to enhance electric reliability and help meet California’s renewable-power goals. The West of Devers Upgrade Project route originates at the Devers substation northwest of Palm Springs and travels west through the El Casco and San Bernardino substations before terminating at the Vista substation south of San Bernardino. Under an EPC contract, Barnard is removing and replacing 184 circuit miles of 220kV transmission line with new double-circuit 220kV transmission lines. We’ve teamed with design engineer Black & Veatch to complete final project designs, support construction with field engineering, and provide quality management.

This logistically challenging Project requires 18 separate outages coordinated with the California Independent System Operator (Cal-ISO). Adding to the challenge, only one existing circuit can be taken out of service at any time. SCE has developed a detailed sequencing plan that includes installation and removal of significant shoofly structures and conductor. In addition to managing construction, Barnard is responsible for the full environmental monitoring and compliance scope of work with our environmental contractor, Jacobs. Additional work includes earthwork and grading to support construction, including installation of soldier pile and Hilfiker retaining walls. Barnard is also upgrading 66kV sub-transmission and 12kV distribution lines and installing telecommunication lines.
