Dave Miller 's Bio
Dave is a strategic thinker and planner whose work benefits from his architect’s eye. He often sees issues before others, and always works to resolve them in a calm, professional manner. He fosters the growth and development of his team members as well as his relationships with clients and other project stakeholders. Dave’s excellent listening, analytical, and communication skills promote honest dialogue at all levels.
Dave is bringing his wide-ranging project experience and leadership skills to the development of our Southeast Division, where he is introducing Harkins’ culture, experience, and value to developers and subcontractors in the Carolinas.
Dave’s commitment to improving people’s lives includes service on the Board of Maryland Affordable Housing Coalition and REACH! Partnership, a transformational middle/high school in Baltimore City that encourages students to pursue careers in design, construction, or healthcare. He has also served on boards and committees for the Baltimore City chapter of Home Builders Association of Maryland, Associated Builders and Contractors, and the Job Opportunities Task Force.

Gary Garofalo's Bio
Harkins 2016, Gary has been a champion for the growth and transformation of our company, including the relocation and design of our headquarters office. He is overseeing the company’s strategic growth initiatives in project diversity, geographic footprint, and annual volume, and is leading the effort to provide exceptional quality of service across people, divisions, and processes.
Gary joined Harkins in 1991 as controller after managing the Harkins account at Reznick, Fedder & Silverman. Mr. Harkins was and CEO. Gary is passionate about the reputation built by the leaders that came before him, as well as our commitment to corporate citizenship and helping those who are less fortunate.
As the company’s chief financial officer, he helped to grow annual revenues and to build a position of financial corporate health that is unequaled in the industry. In 2002 he oversaw the creation of Harkins’ Employee Stock Ownership Plan (ESOP), which transferred majority ownership of the company to its employees. Harkins is now 100% employee-owned.

Jim Thompson's Bio
Harkins has looked to Jim for his wise counsel since 1989, when we first engaged him in private practice. Before joining Harkins, Jim provided legal and counseling services to owners, contractors, subcontractors, and sureties relating to the avoidance and management of risks and claims on public and private construction projects in the U.S. and overseas.
In 2013 we were delighted Jim accepted the invitation to join our executive leadership on a full-time basis. In addition to working to minimize risk for our company — and therefore for our clients — and handling contractual, compliance, insurance, human resources, and other matters, Jim sits on the senior executive leadership panel, where his incisive mind is highly valued.

Larry Kraemer's Bio
Larry used to keep his career goals typed up and posted where he could see them every day. Now he shares the responsibility for setting and achieving the company’s goals. He has his finger on the pulse of all Harkins projects, understands the needs of our clients, and has a clear and open mind about what our people need to do to succeed.
Larry is responsible for Harkins construction and preconstruction operations, overseeing our Multifamily, Commercial, Government, and Northeast groups. He previously led our Preconstruction, , and Business Development Departments, where he increasingly took on the role of partnering with clients to find the best solutions for their development and construction needs.
Larry likes to delegate, giving people the freedom to do their best, while holding them accountable to commitments. One of his greatest virtues is his responsiveness, whether it’s an urgent request from a client, or an ordinary email from a Harkins employee.

Mike Drummond's Bio
Mike is an enthusiastic champion of finding and implementing better ways of doing things. It’s why he was so intent on incorporating processes and procedures he learned from our military clients on design-build projects. Our Structured Plan Review was one of the programs we created based on Mike’s experience and leadership.
A champion of technology and management systems that promote consistency and quality across the company, Mike has especially encouraged our adoption of the Procore project management system. Mike joined the company as a laborer in 1980 and has brought his good-humored-yet-no-nonsense leadership style to every role he has taken on.
Mike has captained the company’s support of the USO, including donating the construction of three USO centers at local military bases. He has fostered a long-term relationship with Howard Community College through his fundraising, service on the Educational Foundation board, and teaching construction management at the college.

Dave Borkowski's Bio
Dave takes the time to ask questions and understand the details, and then makes well-considered decisions. He has brought his consistent, positive temperament to senior living projects of all kinds and has developed exceptional relationships with our long-term senior living clients. He has experience with a broad range of project types, including highrises, dormitories, and military housing.
Dave brings his leadership to a number of community service organizations, including raising tens of thousands of dollars for the Leukemia and Lymphoma Society. Since 2008 he has captained Harkins’ team in the bi-annual Catholic Charities Dragon Boat Race.

John Loftus 's Bio
John in a nutshell? “Do it right the first time – EVERY time!” John Loftus is a doer, and his extensive field experience, educational background, and leadership made him an exceptional choice to lead our corporate quality assurance program. In this role since 1991, John ensures operational consistency of practices, processes, quality, and safety. He takes great pride in helping our teams find solutions to construction challenges, and he is a highly respected mentor to our younger managers. John maintains an acute awareness of the latest industry technologies, and serves on many of Harkins’ committees.

Mark Tillotson 's Bio
Mark and his winning team are bringing a new focus and energy to our 50-year history of building commercial projects. With over 4.5 million square feet of commercial space in the Washington, DC area, Mark has planned, coordinated, and executed commercial projects that range from 300,000 sf office buildings in Tysons Corner to high-end tenant fit-outs in Washington, DC. He is continuing that record with a new team of Harkins commercial construction experts who bring the Harkins approach to commercial developers in our region. Clients appreciate Mark’s ability to provide project planning, budgeting, and constructability, as well as solid execution.

Mike Ebrahimi's Bio
The process by which we succeed is as important as the success itself. That’s Mike’s, and it’s the guiding principle he brings to our Multifamily Group. A disciplined and detailed preconstruction process means Harkins and our clients are communicating with maximum effectiveness from concept to completion, and that project outcomes are at a consistently high level. No surprises, minimum exposure for all, maximum return on investment.
Mike is a professional engineer with a master’s degree in structural engineering who has overseen some of the company’s most complicated and challenging projects. He was highly commended by the U.S. Navy for his management skills and professionalism as operations of our Norfolk division in the 1990s, and he continues to our armed forces clients with such projects as the Basic School at Marine Base Quantico.
Mike has a strong ability to recognize potential challenges and to work with his team to identify and implement the actions required to manage those challenges successfully.

Rick Kottke's Bio
Clients and colleagues alike appreciate Rick’s consistent, reliable, and transparent approach to his work, communication, and relationships. He’s well known for his natural ability to identify, analyze, and solve issues on the job. That includes residents on his renovation projects — especially occupied renovations —where he has been instrumental in implementing innovative ways of making the people who live there feel comfortable and safe while work is going on.
Rick’s leadership at Harkins includes introducing Lean Construction to the company, and his direct reports appreciate his exemplary cultivation of their careers. With experience on a variety of multifamily projects, Rick has been focused on renovation projects since 2008. He has numerous projects with LIHTC funding sources in Maryland, DC, and Virginia, along with CDA experience.

Mike started his Harkins career as a laborer and rose through all of our field management ranks. He has always demonstrated the strongest dedication to doing the right thing and doing it well.
