Scope Of Work

DESCRIPTION:
The Montgomery County Department of Transportation, Division of Transportation Engineering’s Construction Contract Administration Inspection and Testing Services Basic Order Agreement (BOA) requires a full range of transportation related construction project management, contract administration, construction inspection, geotechnical services, and related technical services to be conducted county-wide. Specialized Engineering holds this BOA as a sub-consultant to the following winning teams, including A. Morton Thomas & Associates, Inc., Greenman-Pederson, Inc./Gannett Fleming, Inc., Johnson Mirmiran & Thompson, Stantec Consulting Service/Century Engineering JV, and Whitman, Requardt & Associates to provide Geotechnical Engineering, Materials Inspection & Testing, and QA preparation and implementation of Design Build projects.

SCOPE OF SERVICES:
Construction Quality Control:

• Laboratory testing of construction materials for Capital Improvement, renovation, and other projects
• Construction testing and inspection services, soils compaction testing, concrete construction inspection, and structural inspection and certification during construction
• Maryland State Highway Administration (SHA) construction management of material clearance
• Forensic evaluation of concrete

Task order assignments under this contract have included all types of projects, including those that are complex in nature to the most simplistic. Project task orders have included the following since the start of this contract:

• New Bridge Construction
• Storm Drain Projects (rehabilitation and new construction)
• Intersection and other Traffic Improvements
• Bikeway and Pedestrian Facilities
• Transit Facilities
• Streetlights
• Parking facilities
