Scope Of Work

The Maryland Intercounty Connector (ICC) Project links existing and proposed development areas between the I-270/I-370 and I-95/US 1 corridors within central and eastern Montgomery County and northwestern Prince George's County with a state-of-the-art, multi-modal, east-west highway that limits access and accommodates the movement of passengers and goods.  The project was divided into five contracts: A, B, C, D, and E.

Specialized Engineering provided Special Inspection and Construction Material Testing services on contracts A, B & C to verify compliance with the Maryland Transportation Authority and State Highway Administration.

CONTRACT A:

Field Quality Control and Special Inspection Services included special inspection and construction materials testing of structural fill, utility backfill, cast-in-place concrete, along with stone sub-base, Hot-Mix Asphalt (HMA) and liquid asphalt.

On – Site & Off – Site Laboratory Testing & Analysis Services included that of proposed fill materials, cast-in-place concrete cylinders, HMA, and liquid asphalt.

CONTRACT B:

Field Quality Control and Special Inspection Services were expanded on this phase of the project to include material clearance per Maryland State Highway Administration (SHA) procedures and project documents to verify conformance of materials incorporated into the project, which included Erosion & Sediment Control (E&S) and water quality structure materials.  The expanded services for Special Inspection and Construction materials testing included cross-hole sonic logging of caissons (CSL), caisson inspections, testing of subgrades, pile dynamic analysis (PDA) of piles, WEAP and CAPWAP analysis of piles, cast-in-place concrete, structural steel, precast concrete panel connections, and HMA were performed to the requirements of the contract specifications.  Specialized Engineering also provided fabrication shop and plant inspections were performed for concrete and aggregate, structural steel, precast concrete, and HMA.

On – Site & Off – Site Laboratory Testing & Analysis Services included rapid chloride permeability of high performance concrete, HMA and liquid asphalt as well as proposed fill materials.

CONTRACT C:

Field Quality Control and Special Inspection Services included Special Inspection and Construction Materials testing of high performance concrete, stone sub-base, HMA and liquid asphalt.

On – Site & Off – Site Laboratory Testing & Analysis Services included that of HMA, liquid asphalt, and rapid chloride permeability of high performance concrete as well as proposed fill materials.
