Scope Of Work

Specialized Engineering is on two teams for this IDIQ Construction Management and Inspection Services contract at Baltimore Washington International Thurgood Marshall and Martin Airports for the Maryland Aviation Administration (MAA).  Tasks include various construction projects located at both airports.  The projects involved in this contract include roadways, parking lots, parking garages, runway construction, building structures, and terminal expansion/renovation projects.  Specialized Engineering is providing geotechnical engineering, field quality control and quality assurance inspections and testing and laboratory testing services.

Specialized Engineering’s current task with Hill International is the Concourse D/E Connector and Security Checkpoint project at BWI Thurgood Marshall Airport.  This task includes the construction of a new secure connector between concourses D & E, the configuration of airline gates to support additional international flights, the creation of a new security checkpoint and the renovation and widening of a portion of concourse D to comply with updated building code requirements.  Specialized Engineering is providing the structural steel and quality assurance special inspections related to structural concrete and structural steel framing components.  The structural steel special inspections include verification of bolted and welded connections as well as review of the contractor welder qualifications and procedures.  The structural concrete special inspections include verification of the proper installation of reinforcing components, formwork placement and concrete placement procedures.  As it relates to both of these special inspection tasks, Specialized Engineering also reviewed the quality control work performed by the contractor’s agency and consulted with Hill and MAA on the contractors work and activities. 

Specialized Engineering has also provided quality assurance inspections and field and laboratory testing for the Comprehensive Paving Task 25 at Old Elkridge Landing BWI/Thurgood Marshall Employee Parking lot as a sub-consultant on the Michael Baker, Jr., Inc. team.  The project included the construction of full depth pavement reclamation with soil amending and new hot-mix asphalt pavement.  Specialized Engineering performed quality assurance inspections and testing in order to verify that the contractor constructed the full depth replacement properly and compacted and treated the work in accordance with the project specifications.  Field Quality Assurance Services included the inspection and testing of the full depth replacement and the hot mix asphalt placements for proper placement, thickness, and density.  Laboratory Testing & Analysis Services included the gradations of the full depth replacement soil subgrade including amending materials and testing for the hot mix asphalt design verification.  Specialized Engineering also reviewed the quality control work performed by the contractor’s agency and consulted with Baker and MAA on the contractors work and activities.  Laboratory testing was also performed in order to verify the proper construction of the full depth replacement, and the use of materials.  

Geotechnical Engineering Services related to the parking lot task included the review of the provided geotechnical engineering report and the consultation with Baker and the MAA regarding the recommendations and design included in the report.  Several soil amendment recommendations were forwarded by Specialized Engineering.
