Scope Of Work

As part of a multi-year contract with the U.S. Army Corps of Engineers, Arrowhead implemented physical security upgrades at approximately 950 DoD Recruiting Centers (RC’s) located throughout the Central U.S. Construction activities at each RC were managed as individual task orders with stand-alone budgets and schedules. The total contract had a value of $1.6M and took 18 months to complete.

During Phase 1 of the project, Arrowhead mobilized personnel throughout the Central U.S. to perform pre-construction site inspections. Utilizing specific Department of Defense security guidance, Arrowhead inspected each RC for security deficiencies. The primary elements of the inspections included: exterior door and locks, roof access control, basement crawl space control, entry detection systems, exterior window protection, window blinds, perimeter lighting and fire safety of which sub-elements included fire extinguishers, smoke alarms, exit lighting and emergency lighting. The status of each RC was documented in both written reports and digital photography. The results of the pre-construction inspections established both the type of mitigation measures to be implemented at each RC and facilitated the ordering goods and materials required to bring each RC into compliance.

At an RC requiring ballistic window upgrades, for example, all window dimensions were measured and unique building constraints noted, allowing the mitigation crew to arrive with the appropriate inventory of fragmentation film and tooling to ensure the cost-effective completion of required mitigation efforts in one mobilization. Additionally, smaller items such as door locks, smoke alarms, and fire extinguishers were also delivered and installed during the same visit whenever possible.

As part of Phase 2 of the project, Arrowhead was responsible for the installation of blast-proof windows at 950 RC’s and interior mitigation construction efforts at 40 of those facilities. In most cases, we are also responsible for the coordination of local specialty subcontractors including electricians, locksmiths, and welders.

A significant element of the Phase 2 construction effort was the sequencing of work and scheduling with local Recruiting Officers. Many of these facilities contained secure areas and involved multiple points of contact for access to various parts of the building. Given the 24 hour use of many RC’s, comprehensive communication with local stakeholders was a critical aspect of success.

Arrowhead was also responsible for maintaining detailed and accurate records of all newly installed hardware and electronic security devices for long-term operation and maintenance and warranty replacement purposes.

A final challenge associated with this project is the multi-year schedule and the fact it is funded annually. This requires that all mitigation work associated with each individual RC be completed, accepted and closed out in the funding cycle it is initiated in should future funding not be realized.
