Scope Of Work

Arrowhead was selected by the U.S. Army Corps of Engineers Kansas City District to provide comprehensive design-build renovations to historic Building 219 to convert the building to administrative offices for the Directorate of Emergency Services (DES), while maintaining the building’s historical features in accordance with State Historic Preservation Office requirements. The $4.1M project was completed under a firm fixed-price design-build contract. The scope of work included interior abatement, demolition, and renovation of 26,000 sf, including basement plus two stories. Occupancies included a detention facility, arms vault, fire arms training simulator, 911 dispatch center, MP training facilities, SRT, security upgrades, and conference facilities. The renovation was designed to USGBC LEED Silver specifications, and was certified as such.

As the prime contractor, Arrowhead performed daily construction planning, scheduling, inspection, documentation, reporting, and QC/Health and Safety management activities. During all phases of the project, Arrowhead served as the primary interface with USACE during design/construction and coordinated with stakeholders (USACE, DES, Public Works, and Historic Preservation Office) to integrate specific requirements into the project design. Arrowhead developed all subcontractor scope and bid packages and prepared/monitored the project budget; managed the submittal register and performed all submittal reviews; prepared contract payment applications and RFIs, and related change documentation; and, ensured completion of project closeout documentation, including the O&M Manual, As-Built Drawings, and As-Built Specifications.

Arrowhead managed the A/E design firm and up to 20, specialty-trade subcontractors. Management services covered all phases of design/construction until turnover of the building to USACE, inclusive of a one year warranty period. Also developed and/or reviewed all design deliverables, bid documents, and schedules; was responsible for daily jobsite safety, construction QC, environmental compliance and project status meetings; ensured subcontractor compliance with federal wage provisions (certified payrolls) and State and local building codes; and, preparation of red-line and as-built drawings. Ensured coordination of LEED documentation, including development of the energy savings model and LEED commissioning plan; and, provided ad-hoc, self-performed construction support services including: interior-finish carpentry, concrete work, painting, and hardware installation.
