Scope Of Work

Cynergy was awarded a $2,585,782.00 contract on May 9, 2007 to provide various electrical services at the U. S. Capitol Building for the Architect of the Capitol at the Capitol Visitor Center. The nature of the building’s occupants required a high level of security. All vehicles and contents were subject to clearance, inspection and identification procedures conducted by the United States Capitol Police. All personnel were subject to a security background investigation.

Principle features of the project were as follows;

  • Provide a 15,000 volt diesel engine generator with wiring and accessories in the existing emergency generator vault
  • Provide 15,000 volt primary feeders into the Senate and House basement level of the Capitol Building extending from the generator vault to new emergency substations at each location
  • Demolish two existing 230KW diesel engine generators including remote radiators, associated equipment, piping, wiring and accessories located in the existing Senate and House basement level of the Capitol Building
  • Provide temporary emergency power during construction, including on-grade engine generators with wiring and accessories
  • Provide architectural and structural demolition and modifications including concrete pads, floors, door and door frame replacements
  • Provide lead paint abatement for the demolition of architectural features
  • Provide a 15KV vacuum breaker for the generator switchgear
  • Provide mechanical demolition and modifications, including piping, ventilation equipment, ductwork, controls, wiring and accessories for the equipment

Phased outages were required for the installation of the new 15KV feeders and substation equipment for the Senate and House. The generator, switchgear, fuel system, etc. were all connected to the customer’s monitoring system. The generator had to be delivered to the site on a weekend and rigged down an entrance ramp into the generator vault. An existing block wall had to be removed and replaced to accommodate the installation process.

Miscellaneous installation items included; fire alarm system, fuel day tank, lighting, neutral grounding resistor and low voltage circuits to the parasitic equipment in support of the generator, control circuits, fans, etc.

Commissioning and field testing was a large component in the project. Load-bank testing was performed on the generator and the generator system as a whole to demonstrate paralleling capabilities. Third party testing was provided for all medium voltage equipment, generator and cables. Factory field services were provided for the generator. Hands on training, classroom training and operation and maintenance manuals were provided for all operational systems.
