Scope Of Work

Director of Comprehensive School Improvement Program, Ann Arbor Public Schools, Ann Arbor, MI 2004-2006

  • Directed the legal, financial, planning, design and construction of a voter approved $240 million capital improvement program funded under bond and sinking fund dollars
  • Restructured the financial accounting and budget allocation system into a construction, web based accounting program, (Prolog) which reflected consistent, real time expenditures for active capital improvements.
  • Clarified district compliance to State of Michigan School Code for qualified capital improvements especially pertaining to professional fees, consulting expenditures, technology (hardware & software), bidding protocol and FF&E procurement.
  • Recommended the award of over $100 million competitively bid trade contracts for capital improvements to the district’s board of education 2005-2006.
  • Negotiated construction program management contracts and architectural services that best served the school district’s needs used as a benchmark for future capital improvement programs in the educational community.
  • Developed a proactive program to mentor historically underutilized business into the bidding and procurement process with a high degree of participation.
  • Lead the design and engineering process incorporating a heat pump with geothermal energy solution in the construction of a LEED Silver certified comprehensive high school.
  • Consistently demonstrated technical acumen, analysis and problem solving skills especially dealing with AAPS School District’s environmental challenge and compliance with Michigan Department of Environmental Quality (MDEQ) for environment and infrastructure.
  • Lead the legal and professional team to successful annexation of school district property from township to city for critical sewer and water infrastructure vital to the construction of Skyline high school building program.
  • Represented the district in the relocation efforts of an environmentally sensitive wetland held as a model by the State of Michigan to private development, that relocation of environmentally sensitive wetland is a viable option with a high degree of success.
  • Coordinated building code compliance between the school district and the State of Michigan Department of Labor +Economic Growth Bureau of Construction Codes and the State Fire Marshall.
  • Lead the value engineering process successfully reducing 20% in construction costs for a new 375,000 sq. ft Skyline high school building program.
  • Managed to effectively hold down change order construction costs through effective bid negotiations during project buy-out in a highly volatile market.
  • Mediated labor union construction issues in successful cooperation creating a constructive working environment between union & non-union contractors avoiding picket lines and potential labor union strikes.
  • Established benchmarks and standards in prioritizing the school districts scope of work based on ADA compliance, mechanical replacement schedules, infrastructure upgrades especially electrical and code compliance initiatives in future programs for capital improvements using bond and sinking fund dollars.
