Scope Of Work

The High Occupancy Toll (HOT) lanes provide much-needed congestion relief to local commuters. As part of a federal pilot program, Atkinson Contractors designed, built, and is operating and maintaining (DBOM) the Metro ExpressLanes project until February of 2016.

Atkinson’s scope of work included converting 11 miles of existing I-110 HOV lanes to HOT lanes, converting 14 miles of the existing I-10 HOV lanes to HOT lanes, widening the Adams Boulevard overcrossing, and constructing approximately two miles of new concrete barrier and pavement. The toll collection infrastructure consists of toll detection and collection equipment, back office operations, variable congestion pricing, commissioning, maintenance, and operations. 

Commuters can access the new lanes with a transponder installed in their automobile. Carpools, vanpools, and motorcycles can use the new lanes toll-free; solo drivers can choose to pay a toll to use the ExpressLanes. These new lanes follow variable pricing that will change with the flow of traffic. The dynamic-pricing model evaluates real-time traffic volume and adjusts the toll based on average travel speed. During rush hours, when traffic is at peak volume, the toll will rise. If the lanes reach critical mass, solo drivers will be denied entry in order to maintain the project goal of a minimum 45 MPH.

The contract also included a mobile van, walk-in center, and the build-out of a new 7,000 square-foot customer service center, all of which are used to support transponder sales in the Los Angeles area. 

The Metro ExpressLanes are the first toll lanes in Los Angeles. Atkinson’s contract included one year of operations and maintenance, with an owner option of up to five additional years. Atkinson and its team handle the project’s back-office operations and administration, including billing, customer support, marketing, and fine collection.

The project improves mobility, reduces travel times, and offers a safe and reliable trip for users. Everyone benefits with reduced congestion and greenhouse gas emissions.
