Scope Of Work

Project Overview: MFS Construction is providing general construction services at Balneario Playa Flamenco in Culebra, Puerto Rico,one of the 10 most beautiful beaches in the world. The planned improvements consist of the new construction and rehabilitation of the beach facilities and common areas of Flamenco Beach. The Foundation For A Better Puerto Rico is heading the project with the hopes that the improvements will benefit the local economy.

Project Details:  As explained by The Foundation For A Better Puerto Rico, this is a crucial project for the local area. According to the foundation's website, as a result of the devastating impact of Hurricanes Irma and Maria, a majority of the vegetation, infrastructure and facilities in Flamenco Beach were destroyed. The Category 4 and 5 winds also brought a significant amount of debris to the shores of the beach. Although the beach is now open on a limited basis, there is so much work to be done. Flamenco Beach is the most important tourist attraction on the island and the principal driver of income for both the Municipality and the residents. The economy of Culebra can not recover if Flamenco Beach is not restored. The restoration of the beach facilities is essential if Culebra is going to once again be a destination that both residents and tourists from around the world.

The comprehensive rehabilitation project covers the cleaning and removal of top soil, the demolition of existing structures, the construction of the administration offices, and a traffic-controlled area with designated parking for taxi, golf carts and general public, with curb gutters and a fence surrounding the facilities. Additionally, MFS will provide services for the construction of new kiosks and an open food court, a new disposal area, and an electrical/mechanical/maintenance storage structure.

Culebra, a small, sparsely populated island off the east coast of Puerto Rico, presents a unique set of logistics challenges. MFS has worked on several projects for local municipalities on the island and is experienced in construction in remote locales. By utilizing our large network of experienced vendors, personnel and subcontractors across the Caribbean region, including Puerto Rico and the U.S. Virgin Islands, as well Southeast United States, all timetables are carefully scheduled to ensure ample time for the ferrying of materials, tools, and vehicles, most of which must be delivered from mainland Puerto Rico or the United States.
