Scope Of Work

Wenck provided solutions to the City of Rockford including a facility plan, along with the design and construction of improvements to their aging wastewater treatment infrastructure. Wenck was able to bring the facility up to date for future permit limits.

The Wenck team listened and collaborated with public works staff incorporating their concerns and preferences into the design. A new chemical building was constructed for storage and feed equipment of ferric chloride for phosphorus removal. Other work at the facility included replacing chlorine gas disinfection system with a new UV disinfection process, sludge transfer pump and grit dewatering equipment replacement, new blower enclosures and air piping, leveling clarifier weirs, chemical feed ratio controls for “flow pacing,” and miscellaneous utility replacements.

During construction, Wenck assisted the City with contaminated soil removal, disposal and a Limited Site Investigation (LSI) to secure reimbursement through the Petrofund.  Our in-house environmental compliance and remediation team was utilized to save the client time and money.

The total construction cost for the project was $1.2 million. Wenck played a role in helping to obtain a grant through the MPCA’s Point Source Implementation Grant (PSIG) program to pay for 50% of the project costs related to phosphorus removal. The City bonded to cover the remaining amount of the project cost. Funding for the project was also recovered from an industrial user in the community that contributes a higher concentration of phosphorus to the WWTP compared to domestic strength.

In addition, Wenck assisted the City with preparation of the industrial user agreement for the industry. Members of our team participate in quarterly meetings with the industry to discuss compliance status and any upcoming changes the industry may have.
