Scope Of Work

EA has been providing comprehensive water quality and NPDES permitting services for more than 35 years for these two power stations located on Baltimore Harbor.  In fact, Constellation’s predecessor company (Baltimore Gas & Electric) was EA’s very first client as Ecological Analysts, Inc.  EA provided innovative ecological and engineering studies to evaluate the effects of cooling water intakes and thermal discharges to the waters of the Chesapeake Bay. 

Since then, EA has assisted Constellation staff with numerous scientific and regulatory issues related to the operation and expansion of the H.A. Wagner and Brandon Shores facilities.  These efforts have included:  entrainment studies for non-contact cooling waters; thermal mixing zone studies to address specific Section 316(a) regulatory requirements; acute and chronic mixing zone and dilution factor studies to support alternate chemical permit limits; chemical translator demonstrations that resulted in the issuance of a Determination of No Effect for copper discharges; permit required chemical monitoring for copper, nickel, and zinc using “clean” analytical techniques; nutrient monitoring of internal waste streams to characterize loadings to Baltimore Harbor; helping structure an innovative nutrient trading and water reuse agreement with Anne Arundel County; determination of multi-media permitting requirements for the proposed FGD program for the Brandon Shores Air Quality Control System (AQCS); tidal and non-tidal wetlands permitting for waterway construction for the AQCS project; development of a Joint Permit Application for waterway construction activities; stormwater sampling for conventional and toxic pollutants; development of a site-specific estuarine standard for copper; circulation pump calibration studies using dye dilution techniques; development of a detailed sampling and analysis plan to ensure necessary water quality for the AQCS project; Total Maximum Daily Load-related issues; whole effluent toxicity testing; and the negotiation of numerous NPDES permit-related issues with Maryland Department of the Environment staff.
