Scope Of Work

Risk Level Determination/Notice of Intent Preparation

JL StormWater will prepare a Risk Determination using the US EPA Risk Assessment R-Factor Calculation and the SWRCB SMARTS Database Populate K and LS Factors.  The Notice of Intent will be prepared to comply with the General Construction Permit requirements.  The cost to prepare the Risk Determination and NOI is included in the cost to prepare the overall SWPPP, see below.

Prepare a Risk Level 1 or 2 SWPPP:

JL StormWater will prepare a SWPPP to comply with the General Construction Permit requirements in accordance with the CASQA SWPPP outline and organized in the sections listed below:

STOrM WATER MONITORING SERVICES

Weekly, Pre- (REAP if applicable), During and Post Rain Site Inspections:

Our SWPPP Monitoring Services includes performing weekly, pre- (REAP if applicable), during and post rain event inspections/observations, as applicable.  Site inspections include: an evaluation of the site, including BMPs, completion of the SWPPP Inspection Form, a review of the findings with the Owner/General Contractor (as directed by the client), and placing a copy of the completed Inspection Form in the appropriate section of the SWPPP.  The weather will be monitored, and a copy of the forecast will be attached to each inspection.

Quarterly Non-Storm Water Discharge Monitoring:

Our Quarterly Non-Storm Water Discharge Monitoring includes a visual observation (inspection) of each drainage area for the presence of (or indications of prior) unauthorized and authorized non-storm water discharges and their sources. Monitoring will occur once during the following periods: January-March, April-June, July-September and October-December, during business hours.

Storm Water Sampling for pH and Turbidity :

Our SWPPP Sampling Services includes collecting samples for pH and Turbidity as directed by the owner/contractor. The pH and Turbidity samples will be analyzed on-site using calibrated field meters.  We will review the results with the owner/contractor and place a copy in the appropriate section of the SWPPP.  

 Annual Report Preparation:

JL StormWater provides the Annual Report for the project for the reporting period, July 1, 2020 – June 30, 2021, due by September 1, 2021 and for the reporting period, July 1, 2021 – June 30, 2022 due by September 1, 2022.

Notice of Termination (NOT)

Within 90 days of a project’s construction completion, JL StormWater will evaluate the project via a final site inspection.  Data gathered will include site photos and a review of the project’s SWPPP including the project’s post-construction BMPs for compliance with the conditions of the permit to terminate coverage.   If it is determined during the final site inspection the project does not meet the requirements to terminate permit coverage, JL StormWater will prepare a letter report describing the items that must be corrected prior to submitting a NOT.  The information will be uploaded into SMARTS, as directed by the District.  The project must continue the required site inspections until the NOT is approved by the Regional Board.

On Call Services

On call services include but are not limited to: attending meetings or phone conferences at the Client’s direction, preparation of SWPPPs, SWPPP Amendments, revised Risk Evaluation, Run-on Calculations, Preparation of Erosion Control Plans and Preparation of Post-Construction BMP Plan (WQTR/SWMP).  These services are available on a time and material basis per our Hourly Rate Sheet.
