Scope Of Work

Cline Avenue is a busily traveled north – south road which is located in the Towns of Highland on the west side and Griffith on the east side.  Cline Avenue was a two lane road just north of 45th Street (Strack and Van Til Grocery Store entrance) to just south of Wirth Road, which is approximately a half mile.  The road was just over twenty – two feet wide, and only had a slight shoulder on the east side.  The west side had a ditch which was over 3 feet deep for most of the project and a ditch on the east side north of Cady Marsh Ditch for approximately 400 feet.  It had no curbs and sidewalks, which made it nearly impossible for residents to walk from Wirth Road to 45th Streets.  There was a culvert over Cady Marsh Ditch which was in disrepair.

Gatlin Plumbing & Heating, Inc. was the general contractor and First Group Engineering, Inc. was the designer and inspector for the project.  This project was designed to have three lanes:  Northbound, southbound, and turning lane to go along with a bike lane on both sides.  The ditches along the road were replaced with new storm sewers, and sidewalks were installed from Wirth Road to 44th Place on both sides.  The existing culvert over Cady Marsh Ditch was replaced with a new 16’ x 9’ Precast Three Sided Culvert.  New street lights were installed along the project.

The old water mains were replaced with new water main, services, and fire hydrants on the east side from around 44th Place to approximately 500 feet north of the Cady Marsh Ditch and on the west side from Wirth Road to approximately 500 feet north of Cady Marsh Ditch.  A new sanitary sewer was installed from 43rd Place to just south of Cady Marsh Ditch on the east side.

Before Project:

Cline Avenue from 45th Street to Wirth Road was one of the most outdated and unsafe roads in Griffith and Highland.  It only had a northbound and southbound lane, no turn lanes, and it connects to the 80/94 Expressway!  The road was just over twenty – two feet wide and only had a shoulder on the east side of the road, from 44th Place to Cady Marsh Ditch.  The entire west side of the road had a two foot shoulder and then a ditch which was over three feet deep!  The bridge over Cady Marsh Ditch was in disrepair.  The road had no sidewalks for residents or pedestrians to walk from Wirth Road to 45th Streets.

After Project:

Anyone who travels Cline Avenue will now notice it has three lanes:  Northbound, southbound, and a turn lane to go along with a bike lane on both sides.  There are curbs and gutters on both sides, sidewalks, and storm sewers to replace the existing ditches.
