Scope Of Work

Specialized Engineering performed a geotechnical subsurface investigation, storm water management facility investigation, and pavement design as well as field quality control material testing and inspection for the Woodbourne Manor residential project from 2006 to present.    

 

The Woodbourne Manor Residential Development is located at the northeastern quadrant of the intersection of Jefferson Pike (MD-180) and Broad Run Road (MD-383), in Frederick County, Maryland.  The project included the full development of the property to include design and construction of multiple storm water management facilities, roadway and parking area pavement sections and residential building lots as well as planned recreational green areas.  The detailed plan included three storm water management (SWM) ponds and lots for residential units.  It is also improvements to MD-180 (Jefferson Pike) and MD-383 (Broad Run Road to develop an acceleration/deceleration lane, additional street parking and a four (4) feet wide bike lane. 

                                                      

Specialized Engineering performed a preliminary subsurface exploration for this site in 2006.  The subsurface exploration consisted of drilling sixteen (16) test borings which included three (3) test borings drilled at each of the locations of storm water management ponds No.1, No. 2 and No.3, and at each side of the stream crossing.  Specialized Engineering also performed a follow up second phase subsurface exploration consisted of excavating a total of twenty-six (26) test pits to depths ranging from 6 feet to 12 feet below existing site grades. At the location of the proposed roadway improvements, asphalt cores were taken and Dynamic Cone Penetration tests (DCP) were performed at multiple locations to determine the existing pavement conditions and evaluate the suitability of the in-situ soils to support the proposed improvements.

    

Following the retrieval of the soil samples and pavement cores from the site investigations, various laboratory tests were performed as required for the preparation of the geotechnical engineering report. These tests included soil classification, natural moisture, moisture density relationship determination, and California Bearing Ratio (CBR). All testing was performed in our AASHTO accredited laboratory.

    

As part of the geotechnical evaluation, recommendations were prepared for storm water management embankment and core trench design per MD-378 requirements, roadway embankment construction, utility excavation and backfill, and roadway pavement design.

    

During the construction phase of the project, Specialized Engineering provided field and laboratory quality control material testing services in accordance with the MD-378, SHA and project specifications.  These testing services included the soil compaction testing during SWM facility construction, mass grading for future residential development and utility installation as well as full pavement section materials related to soil fill, subgrade, sub-base stone and bituminous asphalt and the miscellaneous site concrete associated with the project.  The field testing was performed by MRTCP/WACEL trained and certified personnel and the laboratory testing was performed by MRTCP/ACI/WACEL personnel in our AASHTO accredited facility.  Specialized Engineering also provided water and sewer installation inspection and construction management services in accordance with the Frederick County Third Party Inspection program.
