Scope Of Work

The Purple Line is a Public Private Partnership (P3), Design/Build (DB) project constructing a 16-mile light rail line that will extend from Bethesda in Montgomery County to New Carrollton in Prince George's County. It will provide a direct connection to the Metrorail Red, Green and Orange Lines at Bethesda, Silver Spring, College Park, and New Carrollton. The Purple Line will also connect to MARC, Amtrak, and local bus services.  The project includes multiple support maintenance facilities, associated utility installation, roadway reconfiguration and below grade tunnel construction. Specialized Engineering is providing Quality Assurance Material Clearance and Quality Assurance Laboratory Testing services for this Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) project thru two separate contract vehicles.

Scope of Services

Specialized Engineering has been tasked with laboratory testing of hot-mix asphalt, Portland cement concrete, reinforcing steel, soils and masonry materials as needed at its AASHTO-accredited laboratory facilities in Hanover, Maryland and Frederick Maryland. Testing performed is in support of material quality assurance on this P3/DB project.  Specialized Engineering also provides MARTCP certified material field technicians and construction inspectors when requested.

Specialized Engineering laboratories are enrolled and participate in AMRL and CCRL sample proficiency programs for soils, aggregate, concrete, HMA and asphalt binder, the results of which are reviewed with the Authority. Work on this project is performed in accordance with the project Quality Control Plan. Specialized Engineering’s staff expertise in materials testing is utilized to assist in areas such as materials compliance support and materials certification support.  Specialized Engineering provides specification analysis and assists the Quality Assurance Team to provide projected solutions.

Specialized Engineering also provides Quality Assurance Services related to material clearance per Maryland State Highway Administration (SHA) procedures and project documents to verify conformance of materials incorporated into the project.  This includes coordination assistance to other Quality Assurance team members who are inspecting and analyzing material plants at the point of origin.  Specialized Engineering supports Quality Assurance Team members responsible for tracking the performance of the work as it relates to adherence to the Quality Plan and the Specialized Engineering laboratory Quality Manuals. Specialized Engineering maintains required Turn-Around-Time for each material sample for all samples provided.

Specialized Engineering also manages the sample collection and delivery services for samples picked-up from designated holding locations along the project route. Samples are delivered to Specialized Engineering’s laboratories.

Specialized Engineering utilizes a web-based reporting program specifically designed for engineering laboratories.  It provides the ability to track and sort the materials on a project from initial dispatch/scheduling to final invoice, all within one integrated program.  This provides client and ownership personnel the ability to view material reports via a customized website, real-time and on a secure, per-project basis with 24-hour access.  Testing and inspection reports can be viewed as PDFs with the ability to print, scan, and email directly from the website.
