Scope Of Work

Description:               

The contract provides Supplementary Construction Management and Inspection (CMI) services for the Maryland State Highway Administration’s (SHA) Office of Construction (OOC) for various highway construction, facilities, environmental, and system preservation projects located in District 7 (Carroll, Frederick and Howard counties). Specialized Engineering is serving as a sub-consultant on this contract to Whitman-Requardt & Associates to provide supplemental staff and materials related services.

Project Example:

New US 15 Interchange in Frederick County (FR5715170R) – Frederick, MD

This current Maryland State Highway Administration, $59 million project involves constructing a new interchange to replace the existing intersection at US 15 (Catoctin Mountain Highway) and Monocacy Boulevard north of the City of Frederick. New interchange ramps will provide a direct connection to those traveling at the US 15 interchange from Christopher’s Crossing and Monocacy Boulevard and will allow drivers to safely merge onto US 15. Additional improvements include a shared-use hiker/biker path along Monocacy Boulevard and Christopher’s Crossing, ADA-compliant sidewalk and a 400-space ridesharing lot in the northeast quadrant of the interchange. 

 

Other improvements include widening and deck replacement of the southbound US 15 Bridge over Tuscarora Creek and widening and overlaying the northbound UD 15 Bridge, realignment of Thomas Johnson Drive from Byte Drive north to the east to create a T-intersection with Christopher Crossing, creation of a cul-de-sac at Hayward Road and closing the open median on US 15, reconfiguration of the US 15 and Willow Road intersection to allow only right-in/right out to southbound US 15, reconfiguration of the median open at US 15 at Biggs Ford Road to accommodate U-turns and resurfacing US 15.


The Specialized Engineering Inspector provides the project monitoring of the sediment and erosion controls to include installation of silt fence and super silt fence, sediment traps, basins, clear water ditches, pipe-slope drains and best management practices (bmp) as well as inspection of class one excavation cut and fill sections and the monitoring and calculating of borrow.  Other services include the inspect storm water management installation, storm water pipe, manholes and inlets utilizing survey equipment, installation of Frederick City waterline, Frederick County Sewer line, and underground electric. As it relates to the construction of the roadway, inspections include subgrade preparation, subbase installation, base and surface (HMA), line striping, curb and gutter installation, installation of side road underdrains, guardrail installation and removal as well as  inspecting the installation of topsoil and seeding process following nutrient management procedure.
