Scope Of Work

The Northwest Hillsborough Wastewater Consolidation Program was approved by the Hillsborough County Board of County Commissioners in 2014 as part of its Capital Improvement Program. The program is currently under construction to retire two aging wastewater plants and consolidate treatment at the Northwest Regional Water Reclamation Facility. Overall, the program will improve wastewater service in Northwest Hillsborough County, improve reliability, and save money for all County customers. Garney is serving as the Design-Builder responsible for preconstruction, construction, and public outreach for two of the three projects in the program including:

Northwest Regional Water Reclamation Facility Expansion – The Northwest facility will be expanded from 10 million gallons per day (MGD) to 30 MGD. Garney is constructing significant improvements to technologies to efficiently control odor and noise, including sodium hypochlorite chemical feed facilities, aeration, four 130’ diameter secondary clarifiers, two D110 Type II concrete water storage tanks, conventional media filtration, grit facilities, a headworks, concrete equalization basins, and an odor control system. During preconstruction, Garney developed a number of innovative ideas and cost saving recommendations contributing to $11 million in savings for the County.

River Oaks Diversion – With the River Oaks Wastewater Treatment Plant at the end of its useful life, Garney was selected to design and construct a new wastewater pump station, a wastewater transfer force main from the River Oaks headworks to the new pump station and force main from the new pump station to the Northwest Regional Water Reclamation Facility (NWRWRF), the relocation of an outfall, demolition of existing treatment plant, and installation of a new 20” reclaimed water line.
