Scope Of Work

Project Details

The Mandalay Generating Station is approximately a 45-acre facility with three retention basins.  The retention basins had historically been used to temporarily store boiler chemical cleaning wastes that may have contained oil, grease, suspended solids, metals, and acidic solutions. The North and South retention basins were used to temporarily store boiler chemical cleaning wastes during the late 1980s to early 1990s. The retention basins are open, aboveground level, and located at the north end of the site.  Site assessment indicated that the high-density polyethylene (HDPE) liner had leaked in both the North and South retention basins.

Our Approach

ETIC’s services to Southern California Edison included permitting the scope through the City of Oxnard and the local Coastal Commission; preparation of a Storm Water Pollution Protection Plan (SWPPP); storm water compliance which included QSP and QSD inspections; remedial excavation of impacted soil; re-building of retention basins; and closure report.

Remedial Excavation

ETIC performed a remedial excavation and removal of contaminated soil to the vadose zone beneath the two retention basins down to the groundwater table.  ETIC’s construction activities in the North and South basins consisted of removal and replacement of 80 mil. HDPE retention basin liners; excavation of 1,980 cubic yards of contaminated soil; compliance samples; waste disposal; backfill and compaction; and site restoration.

Work was performed on a tight time schedule due to third party activities in regards to the power plant operations.  Project was completed on time and on budget.
