Brent Lapsley's Bio
With more than 35 years experience, Brent specializes in project management and technical administration of earthwork and soil stabilization projects. He holds NICET Level IV certifications in concrete, soils and asphalt. Brent is very active in the engineering community, especially in the fundraiser arena for numerous charities in the Greater Houston area.
Ray Meyer's Bio
Mr. Meyer has over 40 years of experience in Geotechnical Engineering, Construction Materials Engineering and Testing, Environmental Assessments and Forensic Investigations. His focus is dealing with expansive and soft soils conditions, soil-structure interaction and foundation and paving constructability issues. Mr. Meyer earned his BSCE and MCE from the University of Houston. He is a Professional Engineer in the States of Texas and Arkansas and licensed Corrective Action Project Manager with the TCEQ in Texas. Mr. Meyer is an Adjunct Professor for the College of Engineering Technology, Department of Construction Management at the University of Houston-Main Campus where he instructs courses in Construction Materials Testing and Soils and Foundation Engineering. He is a past President of the University of Houston Engineering Alumni Association, past President of the City of Sugar Land 4B Corporation, planning committee member for the ARC of Fort Bend County, past Director of the Texas Council of Engineering Laboratories-Houston branch, past President of the ASCE´s National Deep Foundation Committee and current member of the National Shallow Foundation Committee.
Woodward L. Vogt's Bio
Woody has more than 40 years experience encompassing geotechnical and materials engineering, construction materials inspection and testing, condition surveys and forensic investigations. A licensed professional engineer in Texas and Louisiana, he is frequently called upon to lend his expertise as an expert witness in dispute resolution. Woody actively participates in several relevant national and international technical organizations including ACI International, ASTM International, the American Society of Civil Engineers, the American Association for Laboratory Accreditation, and the International Concrete Repair Institute. He is a frequent presenter at meetings and seminars and has authored or co-authored approximately 35 publications. Woody is a fellow of both ACI International and ASCE. Woody has also been recognized by ASCE´s Geo-Institute as a Diplomate, Geotechnical Engineering, an honor that fewer than 250 people worldwide have received this prestigious honor.

Frank Ong's Bio
Frank has more than 15 years of professional experience in conducting geotechnical and environmental studies on various projects ranging from the 13-story Sheraton Suites Galleria to the Westpark Toll Road to the Roller Coaster and High Tower structures at Six Flags Astroworld. Mr. Ong has extensive experience with residential land development including levees, utilities, detention facilities, pavements and residential structures. He has provided expert testimony and performed forensic engineering studies on the distress of foundations, retaining walls, underground utilities and slopes and pavements. While with TxDOT, Frank reviewed and negotiated geotechnical consultant contracts and proposals. He also developed and managed a monitoring system for construction material testing which included concrete, asphalt and soil testing.
