Noli Gavino joined Hazard Construction in 2008 and serves as the Chief Financial Officer/Secretary with overall responsibilities in the accounting, financing, administration and risk management functions of the Company. Noli has over 25 years of industry experience with a strong accounting background in construction and real estate development.

Prior to joining Hazard, Noli held various corporate management positions at The Corky McMillin Companies, Sempra Energy and Burnham Pacific Properties. Noli started his career in public accounting and was an audit manager at Deloitte & Touche in San Diego. He earned a bachelor’s degree in business administration in accounting and finance from the University of California at Berkeley.

Noli enjoys saltwater fishing, skiing, and traveling. You will find him and his wife Linnie most weekends though at family activities cheering on their children at various high school and college sporting events, even from afar.

Jason Mordhorst is a consummate professional who has been working in the construction industry since 1997. Jason began his career at Hazard Construction in July 2002 as an Estimator/Project Manager. He quickly proved himself to be a strong team leader advancing to Vice President of Estimating/Project Management in 2007 and ultimately President in 2014.

He has a bachelor’s degree in Civil Engineering from California Polytechnic State University (Cal Poly), San Luis Obispo. He also has a dual master’s degree in Business Administration and Engineering Management from Cal Poly, graduating top of his class as valedictorian. Go Mustangs! Jason is a licensed Civil Engineer, as well as a Certified Qualified SWPPP Developer.

Jason serves on the board of directors for the Association of General Contractors San Diego Chapter (AGC-San Diego) and is the chair/trustee of the EGCA Foundation. He is an active member of the Building Industry Association (BIA) and the California Asphalt Pavement Association (CalAPA).

Beyond Hazard and his passion for construction, Jason enjoys watching his children grow into happy, healthy, productive members of our community. Jason is a Nebraska Cornhusker Football fanatic and, a humble fan of golf (both watching and playing). When not working, he can be found traveling with family around the world and walking with his wife of 18 years (College Sweethearts) and their dog on the beach.

An experienced well rounded construction professional, Bill started in the industry in 1978 working as a Project Engineer and Estimator for Kirst Construction Co. in Altadena, California. In 1983 Bill joined R.E. Hazard Contracting Company as an Estimator working closely with Bruce Hazard.

In 1998 Hazard Construction Company was formed and Bill continued his career at Hazard as an Estimator for Private and Public works construction. Proving himself as a valuable asset, Bill over a short period of time advanced to Vice President of Estimating and then to his current role as Executive Vice President.

Bill earned a bachelor’s degree in Landscape Architecture from California Polytechnic State University, San Luis Obispo in 1978.

Bill and his wife Toby spend their time remodeling vintage homes, golfing and traveling.

Bill enjoys mentoring a new team of professionals at Hazard Construction and oversees the management, selection, estimating and negotiation of various types of construction projects.

Kurt is the Vice President of Estimating, joining Hazard Construction in 2016 as a Senior Estimator. He quickly proved himself to be a knowledgeable team leader and was promoted to VP of Estimating in January 2017. Kurt started his heavy civil construction career back in 1994 working as a Project Engineer for Granite Construction. He worked his way up the ranks to Structures Manager of Southern California before deciding to pursue his passion in concrete structures with Flatiron Construction in 2002. Kurt worked as a Project Manager for Flatiron on several complicated/high profile Projects such as the N. Torrey Pines Road Bridge Replacement and the Sprinter Rail Project. In 2008, and after the birth of his third daughter, Kurt made the move out of the field and into the office as a Senior Estimator. In 2011, he was promoted to Estimating Manager for the San Marcos Office and held that position until 2016 when he decided to join Hazard Construction.

Kurt earned a bachelor’s degree in Construction Management from California Polytechnic State University, San Luis Obispo in 1995. Kurt has also been awarded the Stan Washkevich Safety Award in 2004 for contributions to providing a safe work environment. Additionally, Kurt was awarded Project of the Year, AGC Heavy Highway Award and Project of the Year, APWA Heavy Highway Award both for 2004. Kurt is currently an active participant in the Quarterly AGC/Agency Liaison Meetings.

A native Californian Kurt, his wife and three young daughters enjoy an active lifestyle in the California sunshine. These activities include spending time at the beach, as well as in the snow teaching their children how to snowboard. Kurt is also an avid mountain biker. He actively participates in his daughters’ extracurricular activities including being ‘Chief’ of their Indian Princess Tribe and helping Coach their softball teams.

A native of San Diego, Mark Thunder joined Hazard Construction in 2014 and currently serves as the Vice President of Operations. Prior to Hazard Construction Mark held field management positions at Daley Corporation, as well as Nicholas Grant Corporation and California Commercial Asphalt. Mark has been an active member in the construction industry for over 32 years.

Mark earned a bachelor’s degree in Civil Engineering from San Diego State University in 1986, graduating Cum Laude. Mark is a licensed Civil Engineer.

With deep roots in San Diego County, Mark and his wife enjoy spending time with their children participating in outdoor activities, such as skiing, hiking, cycling and water sports. Many nights you can find Mark making home-made pizza with his family, as cooking is another of Mark’s hobbies.

Experienced Accounting Manager with a demonstrated history of working in the accounting industry. Skilled in Budgeting, Microsoft Excel, Customer Service, Account Reconciliation, and Accounting. Strong accounting professional with a Master's degree focused in Accounting from Keller Graduate School of Management of DeVry University.
