Scope Of Work

The National Geospatial-Intelligence Agency (NGA) is a Department of Defense combat support agency and member of the national intelligence community (IC). NGA provides geospatial intelligence (GEOINT) and imagery in support of U.S. national defense, homeland security, safety of navigation, and global support to IC mission partners around the world.

NGA constructed a new $1.7 billion, 2.4 million square foot facility at the Fort Belvoir New Campus East (NCE). The complex includes a main office building, visitor control center, technology center, central utility plant, remote inspection facility, parking garage, surface parking area, access roads, anti-terrorism/force protection systems, storm water management systems, and landscaping. Approximately 8,000 employees from seven sites throughout the National Capital Region will relocate to the new world-class facility. Gilford Corporation was pleased to have supported this effort by serving as Construction Manager for the West North Loop Road and Remote Inspection Facility at New Campus East complex.

The West North Loop Road connects the Fairfax County Parkway with the North Loop Road as well as entrance to the campus Remote Inspection Facility. The 4,400 linear foot, four-lane divided roadway has 2-3 lanes in the eastbound direction and 2-4 lanes westbound. The roadway section is a typical 23-foot for the two lane section including curb and gutter.

Work encompassed construction of a large (42’x26’) precast “BEBO Arch” culvert, for stream and wildlife access. Other elements include security devices (wedge barrier, pop-up bollards, and controlled access guard booth), extensive signaling, underground concrete electrical and communications duct-banks, and asphalt paving.

There is a complex installation of over 20,000 linear feet of water and storm/sewer lines. This installation required a high degree of coordination with the existing facility operation.

The roadway included a 14.5 buffer area and paved bike trail (8 foot width) west of the West South Loop Road intersection running along the south side of the roadway, and a 10-foot graded area on the north side. The trail connects to a future trail along a road to be constructed.
