Scope Of Work

In June 2013, team members from Balfour Beatty's Military Housing Division, company leaders, and local and national partners and friends celebrated a milestone achievement in our company’s history. As the sun started to set on the mountain ridge in El Paso, Texas, activity at Ft. Bliss took a pause as the company’s 10,000th unit was officially turned over for occupancy. The event, which took place at the Chamizal Vista Community Center included remarks by division president, Jim Taylor, who has since retired, an invocation by Ft. Bliss chaplain, Captain Santiago, retired executive director of the Residential Communities Initiative (RCI), Don Spigelmyer, project director for Balfour Beatty Communities, Diana Kinlaw, and Balfour Beatty senior vice president and business unit leader, Bob Jackson.
 
Since the late 1990s, Balfour Beatty has established one of the largest inventories of completed privatized military housing in the country. The unit turned over at Ft. Bliss also represents one of 2,505 homes Balfour Beatty built for military service men and women on the Ft. Bliss Army installation as well as an additional 156 homes built at adjacent base, White Sands Missile Range, New Mexico.
 
Balfour Beatty’s accomplishments in the military housing market have been made possible with the 1996 execution of the Military Privatized Housing Initiative (MHPI) bill that Congress authorized to provide adequate and quality housing for service members and their families. In 2002, Balfour Beatty Communities and Balfour Beatty Construction formed a partnership to respond to the privatized housing needs of the Army, Navy, and Air Force across the United States.
 
“I have a hard time wrapping my arms around 10,000 units. It’s a miracle,” said special guest speaker, Don Spigelmyer. “This is not just about the celebration of 10,000 homes. This is about 10,000 military families who have a place to call home.”
 
Balfour Beatty entered the military housing market in 2000 upon being selected for the first MHPI pilot project at Ft. Carson located near Colorado Springs, Colorado. The success of that project set the stage for future awards across the country. Milestones to date include 19 privatized projects on 40 installations in 23 states and the District of Columbia (D.C.). Within the past decade, Balfour Beatty has been awarded more than 13,000 newly constructed units.
 
“This accomplishment could only happen with the help of many dedicated people. Thousands of individuals have contributed to providing quality housing for the men and women who protect our way of life,” said Jim Taylor, former president of Balfour Beatty's Military Housing Division. Jim made public his plans to retire at the end of 2013 during the ceremonial presentation.
 
The program was followed by a “South Meets Southwest” dinner fiesta catered by Balfour Beatty Construction’s safety director, Scott Greene, graduate of Westminster College’s Culinary School in London, England. Nearly 150 guests enjoyed on-site smoked brisket, chicken, pork and ribs, and fresh-made relishes, salads, and desserts inspired by local culinary traditions. Guests also enjoyed entertainment by a local mariachi band.
