Scope Of Work

Under consecutive contracts with the USACE, St. Louis District, FUSRAP Program offices, North Wind is conducting remedial design and remedial action activities to implement a Record of Decision (ROD) remedy that addresses soil and structures that are radiologically contaminated as a result of U.S. Atomic Energy Commission operations previously conducted at the Iowa Army Ammunition Plant (IAAAP).

North Wind prepared the remedial design and remedial action work plan for implementing the ROD selected remedy for IAAAP Operable Unit 8 and conducted a pilot test of a soil sorting system. The Pilot Test was started in May 2013 and was completed in July 2013. The purpose of the pilot test was to evaluate the effectiveness of utilizing full-scale radiological sorting equipment and systems in support of the planned remedial action associated with the cleanup of DU-contaminated soils located at IAAAP.

Based upon the results of the pilot test, USACE issued North Wind a $4,000,000 task order contract to conduct the large scale remedial action of the 21,000 cubic yards of contaminated soil using the soil sorting technology. Under the new contract North Wind conducted a multi-faceted remedial action during August and September 2013 that includes an integrated and coordinated approach for contaminated soil excavation, hauling and soil treatment; final site surveys (MARSSIM) to clear excavation areas and treated soil; waste management of cleaned and contaminated soil; site engineering and administrative controls installation and management for soils, sediments, storm water, and dust, including routine monitoring and reporting; and routine performance and compliance reporting to USACE, the regulators and other stakeholders.
