Scope Of Work

Cardone Industries is the largest privately-held automotive parts remanufacturer in the world. One of its plants sits on a fifty (50) acre property on Whitaker Avenue in the Tookany-Tacony Watershed. The retrofit project for this site is a prime example of how ISS’s program can scale to fit the need of the property owner.

Since this project was the largest retrofit Philadelphia’s history, taking it from conception to completion required ISS work closely with the primary stakeholders – PWD and Cardone Industries. It is one of the largest public-private stormwater projects in the Philadelphia region.

COMPLETED PROJECT

Using $3.4 million in grant funding from PWD, ISS retrofit the property in 2013. The project took nine months to complete and includes five separate stormwater management practices:

530 foot vegetated swale that collects the runoff from two acres of parking lot and conveys it to the largest stormwater basin.

10,000 square foot fully vegetated detention basin that manages approximately seven acres of impervious area.

15,000 square foot underground detention basin that retains and slowly releases the runoff from more approximately seven acres of impervious area.

40,000 square foot underground detention basin that manages the runoff from an almost two acre parking lot.

45,000 square foot fully vegetated retention basin that manages approximately 32 acres of impervious area, which includes 22 acres of roof and 13.5 acres of parking lot, managed by six different stormwater management practices.

More than 2.6 million square feet of the property was replaced with porous materials.

PROJECT COST SAVINGS

In 2010, PWD changed its stormwater billing from a meter size-based charge to a parcel area-based charge, where impervious area charges are about four times greater than gross charges. Cardone was paying $27,300 per year before the change in methodology. Beginning in 2010, however, Cardone’s stormwater bill jumped to $264,000 annually. At the completion of the retrofit project, Cardone received credits to reduce their annual charges to $37,500, which included paying for maintenance from the savings.

INVALUABLE BENEFITS

In addition to the tremendous financial savings Cardone experiences, the industry giant can also boast about the positive impact they’ve made on the environment by managing 70,000 gallons of their stormwater annually. Following the installation, Cardone Industries received the "Watershed Corporate Steward" honor commending the company's efforts to improve and protect their local watershed.
