Scope Of Work

CITY OF LONG BEACH NPDES STORMWATER MONITORING PROGRAM. 
Kinnetic Laboratories, Inc. was selected in 1999 to assist the City of Long Beach in designing and implementing their stormwater monitoring program to fulfill NPDES permit requirements. The City of Long Beach is a low-lying, coastal city and pump stations are often used to discharge stormwater into the Los Angeles River or the Alamitos Bay environs. Custom stormwater monitoring equipment was installed to monitor stormwater at several of the key pump stations. One monitoring location was subject to backwater flow and increased salinity due to tidal interaction. A stormwater monitoring station was designed and installed at this site to successfully collect flow-rated, fresh water discharge samples by use of bidirectional flow and conductivity sensors. Full chemical and toxicological testing is conducted on all stormwater samples. If samples exhibit significant toxicity they are immediately subjected to further testing to identify the source of toxicity (TIEs). This requirement dictated that large quantities of stormwater be collected during each and every monitored storm event. By utilizing site specific sampling protocols and customized sampling programs we were able to successfully obtain all required test data.

Special studies conducted for the City of Long Beach have included plume monitoring in receiving waters that illustrated that toxicity quickly disappeared in the marine waters, a parking lot run-off BMP study, the identification of sources of key contaminants to Colorado Lagoon and Alamitos Bay, an analyses of metal translators proposed for use in the Cerritos Channel TMDL, and source studies in the upper watersheds targeting key contaminants. Special studies have also been conducted for the City of Long Beach on bacterial contamination at the ocean beaches and at the beaches in Alamitos Bay, and a study on the effects of breakwater modifications on beaches along Ocean Blvd. Kinnetic Laboratories has also continually assisted the City of Long Beach with regulatory issues and in presenting accumulated data from the ongoing studies.
