Scope Of Work
Hill created a project labor agreement (PLA) feasibility study together with a labor and cost benefit analysis for construction of the Pittsburgh Pirates’ PNC Park. PLAs were recommended for both PNC Park and Heinz Field projects, which were built simultaneously. Both stadiums were completed within budget, with no labor problems and were ready for their respective opening days in the baseball and football seasons.
