Douglas Barnhart's Bio
Mr. Barnhart founded his former flagship company, Douglas E. Barnhart, Inc, and grew it into one of the top ten educational builders in the nation. Prior to founding the company in 1983, he served as a Navy Civil Engineer Corps Officer, responsible for US Government administration of construction contracts and public works administration at major Navy shore installations and as a Vice President for a major Southern California contractor.
Very active in the community, Mr. Barnhart currently serves as Chairman on the County of San Diego’s Planning Commission. He was a Governor’s appointee and past chairman of the California Contractors State License Board, and is a former Commissioner of the California Uniform Public Construction Cost Accounting Commission. Mr. Barnhart also served on the San Diego Super Bowl Host Committee and has been a member of the Del Mar Fair Board. He served two terms as President of the San Diego AGC, is currently a National AGC Board Member and served on the National AGC Executive Committee for four terms. Most notably, he is a past president of AGC of America and the first and only president to hail from San Diego County.
Mr. Barnhart brings his 40+ years of construction expertise to guide Barnhart-Reese Construction. Highlights of his construction resume include Petco Park, Lindbergh Field Terminal 2 Expansion, Sharp Chula Vista Campus Cancer Center, San Diego Chargers Park and Training Facility, SDSU College of Arts & Letters, SDSU Tony Gywnn Stadium, San Diego Convention Center Expansion and Sails Pavilion Enhancements, USD Shiley Theater Renovation, Viejas Casino & Turf Club, Poway Library and City Hall, as well as non-profit projects such as the original YWCA Becky’s House, Jr. Achievement BizTown and Ronald McDonald House of San Diego. Doug’s vast experience with preschool, K-12, community college and university facilities in Southern California is unmatched locally, amassing hundreds of educational projects.
Tamela Barnhart Reese's Bio
Tamela Reese co-founded Barnhart-Reese Construction, Inc. with her father and husband after the sale of Douglas Barnhart’s flagship company, Douglas E. Barnhart, Inc. While at Barnhart’s former company, Mrs. Reese actively participated on the company Board of Directors and jointly managed the marketing and business development departments with the president. She also directed and oversaw the public relations and advertising activities of the multi-million dollar corporation. Other duties included the development and execution of employee and client relations programs and events for a variety of public works and private sector clientele over fourteen years.
As president of Barnhart-Reese, Tamela has expanded her duties and manages much of the daily business operations of the burgeoning organization. Department oversight includes Marketing, Accounting, Legal, Insurance, Human Resources and Safety. Tamela and her staff are experienced in federal and state prevailing wage requirements as well as California mechanic’s lien laws. She is hands-on and instrumental in the development of new programs, policies and procedures as needed for the organization.
In addition, Mrs. Reese assists her father with various other business entities, including joint venture, real estate and property management, construction consulting and development companies.
Prior to her career in construction, Mrs. Reese focused on public relations and event planning for two local public relations firms. As an account executive, clients included Lockheed Martin, Stichler Design Group, Episcopal Community Services, County of San Diego, Greater San Diego Chamber of Commerce, and Zagat Guides, among others.
West Reese's Bio
West Reese co-founded Barnhart-Reese Construction, Inc. with his father-in-law and wife after the sale of Douglas Barnhart’s flagship company, Douglas E. Barnhart, Inc. While at Barnhart’s former company, Mr. Reese performed vice president duties pertaining to cost accounting and controls, MIS, and operations, as well as project management and field engineer duties for a variety of clients.
At Barnhart-Reese, Mr. Reese oversees much of the construction operations. His project experience includes Pershing Middle School Whole Site Modernization for the San Diego Unified School District, new construction of Del Norte High School for the Poway Unified School District, and UC San Diego Spanos Athletic Performance Center. Currently under construction for the City of San Diego, West is overseeing both the Skyline Hills Branch Library and Bayside Fire Station #2.
Mr. Reese’s experience with overseeing Design-Build projects includes the Sharp Chula Vista Cancer Center, Sharp Rees-Stealy Medical Offices at Flower Hill, National University Sanford Learning Center, UC San Diego Hopkins Parking Structure, Sharp Chula Vista Parking Structure, Makena Medical Building Escondido, Hawthorne Cat Dynamometer Test Center, and the Skyline Hills Branch Library. West is an Associate member of the Design Build Institute of America (DBIA).
West oversees a staff of tenured construction professionals, including superintendents, project managers, estimators and field engineers, many of whom are LEED, CCM, and DBIA accredited professionals.

Marty Stout's Bio
Marty Stout has been in the construction industry for over 30 years, with strong and diverse construction field and supervisory experience. He has managed numerous industrial, medical and education projects, including tenant improvements for the National University Sanford Learning Center, which was built on an active campus while the building was still in use. Mr. Stout is highly adept in handling multiple competing priorities within fast-paced projects, while consistently meeting all schedule and quality control requirements. In addition to providing Pre-Construction management, Mr. Stout serves as Estimator, preparing budgets, estimates, and pre-bid packages.
Stan Streit's Bio
Stan Streit has been involved in the construction industry for over 40 years. Mr. Streit has spent over half of his career with Mr. Barnhart and his companies, starting out as a Carpenter and working his way up to Project Manager and Senior Project Estimator in the past ten years. Stan works closely with all construction trades, project executives, project managers, superintendents, design professionals, and owners.
As Senior Estimator, Stan’s responsibilities include preparation of budgets, estimates, and pre-bid packages. He will work with the project management team in establishing a bidders list, soliciting and evaluating subcontractor proposals and scope of work, preparing quantity surveys, and reviewing project plans and specifications for constructability and value engineering. He is currently providing Design-Build estimating services for the NAVFAC Full Motion Trainer Facility at Marine Corps Base Camp Pendleton and the P1924 Academic Training Building at NAWS, China Lake.

Charles McArthur's Bio
Charles McArthur brings more than 30 years of experience in all phases of construction management, including project management, schedule management, and cost management. Mr. McArthur’s experience spans across many project sectors to include K-12 education, civic, medical, military, precast, heavy and highway, and non-profit construction.
As Vice President, Mr. McArthur provides overall oversight of the project team, collaboration between contractors, subcontractors, and the owner, as well as the architect and cost and schedule management. His recent projects include the Design-Build construction of the $22 Million Sharp Chula Vista Parking Structure, Loop Road & Cooling Tower, as well as providing Design-Build services for the Renovation of Historic Building 158 at Naval Base Point Loma and Renovation of Barracks 774 & 777 at NAS North Island.

Dave Christensen's Bio
Dave Christensen is a seasoned construction professional with over 30 years of experience. Mr. Christensen has spent over twenty years of his career with Mr. Barnhart and his companies, and enjoys an excellent rapport with owners, architects, and subcontractors. As general superintendent, he has significant project involvement both during preconstruction and construction. His overall guidance during construction will ensure delivery of a safe, on time and quality enhanced project.
Mr. Christensen has supervised several of Barnhart-Reese’s recent projects, including the design-build construction of the $22 Million Parking Garage, Loop Road and Cooling Tower for the Sharp Chula Vista campus and the current design-build construction of the $8.1 Million Full Motion Trainer Facility at Marine Corps Base Camp Pendleton.
Shawn Fisher's Bio
Shawn Fisher is a seasoned construction professional with over 30 years of experience in commercial and residential construction. Shawn has spent over half of his career with Mr. Barnhart and his companies. He is adept in working with challenging projects and situations, and coordinating, scheduling, communicating, and producing the action required for a desired result of a satisfied client and owner.
Mr. Fisher’s recent experience includes construction of the $15.4 million Bayside Fire Station No. 2 for Civic San Diego. He is currently supervising construction of the $11.2 million Fire Station No. 2 Replacement project for the City of Carlsbad.
