Scope Of Work

Eastern Washington University is working to inspire students and faculty through their leadership in energy efficiency and sustainability and have partnered with McKinstry to develop a comprehensive campus-wide Energy Efficiency and Sustainability Plan, carefully identifying opportunities to reduce energy consumption and carbon emissions while improving campus operations.

Since 2001, when Eastern Washington University brought on McKinstry as the university’s Energy Services Company (ESCO), numerous energy efficiency projects have been completed at dozens of buildings.

Complete HVAC upgrades at Kingston Hall, Isle Hall, and (PEC) Physical Education Classroom Building.

Controls upgrades in over a dozen buildings throughout their campus.

Installation of variable frequency drives at buildings including Science Hall, JFK Library, Sutton Hall, and the Art Building.

Installation of a new Computer Room Air Conditioning Unit in Huston Hall; Rozell Central Chilled Water Plant improvements including installation of a 200-ton plate-and-frame heat exchanger; replacement of a 750-ton cooling tower with a new 1,000 ton open-circuit, induced-draft cooling tower, and digital controls.

Replacement of roll filters with filter banks in several air handing systems across campus.

Aquatics Center: Structural analysis showed that a high humidity and chlorine environment had caused damage to the steel roof trusses. McKinstry replaced the existing HVAC system with an energy efficient dehumidification system, installed a more efficient pool pump, improved lighting throughout the building, repaired and painted the natatorium roof and associated trusses, installed a new pool liner, and refitted the steam station with new steam valves. It was McKinstry’s most ambitious Eastern Washington University project to that date, and work was successfully completed over the summer of 2006 in order to be ready for the fall quarter.

Physical Education Activities Buildings: HVAC and lighting systems upgrades in the Physical Education Activities Buildings, Jim Thorpe Fieldhouse and the Pavilion (Reese Court). McKinstry replaced eight air handling units, plus controls and installed ductwork throughout the gymnasiums.

Physical Education Classroom Building: HVAC and lighting system upgraded, with staged to keep half of the building occupied and running during . McKinstry installed a new variable air volume air handling unit with fan wall technology in the basement and installed new ductwork and piping distribution systems, digital controls, and energy efficient lighting fixtures throughout the building.

Rozell Central Steam Plant: Replacement of the boiler feed water pumps to improve pump efficiency and reliability as well as needed redundancy.

Tawanka Hall: Replacement of all electrical ovens with gas ovens, and the complete replacement of all walk-in and reach-in coolers and freezers. This project improves the overall energy efficiency and redundancy of the refrigeration and food storage systems.

Campus Controls: Replacement of existing Staefa controls that are no longer supported, with new DDC controls and enhanced sequences of operation to improve building energy performance.  Upgrades have been completed at the Pavilion, Child Care, Art, Theatre/Drama, Radio/TV, music/Recital, and communications buildings. In 2017 the remaining campus buildings that were still operating with the obsolete Staefa control system were upgraded with new DDC controls. Once new controls were installed in Sutton Hall, JFK Library and the Science Building, the Staefa campus server was shutdown permanently.

Integrated Campus Metering: New meters have been installed throughout the campus to assist the University with accurately capturing energy use at the building level, with establishing baselines for the Energy Star Portfolio, and to provide troubleshooting capabilities that will help to eliminate excessive energy use. In 2012 the University began installing new meters and more recently completed a second phase project that added dozens of meters across campus, and an ATS/SkySpark data platform which provides advanced campus energy savings and troubleshooting strategies.

Outcome

The result of the combined projects implemented at EWU deliver a combined annual utility and operational savings of over $750,000 and have vastly improved the infrastructure throughout their facilities.

In the coming years these projects will yield quantifiable reductions in carbon emissions and improvements in energy efficiency, while continuing stakeholder involvement will aid the University’s progress towards a sustainable, carbon-neutral campus that instills environmental responsibility as a core value among students and serving as a model for campuses nationwide.
